Job summary

The City of Baltimore is seeking a Deputy Chief of Operations – Facilities in the Department of General Services. The role leads facility maintenance, fleet support, and administrative services for a division of 350+ staff with a substantial operating budget.

Responsibilities include strategic supervision, performance management, and cross‑agency collaboration to ensure efficient, compliant, and cost‑effective services to City agencies and residents.

Qualifications

• Bachelor’s degree from an accredited college or university.
• Seven (7) years of administrative or professional work experience, two (2) years in supervision or project management.
• Preferred: a bachelor’s degree in business/ Public Administration/ Management/ Project Management with ten years of progressively increasing responsibilities including four years of supervisory experience.
• Professional certifications in facilities management may be required (e.g., FMP, CFM, SFP).

Responsibilities

• Provide direct operational supervision of two Superintendents and one HVAC/Plumbing Supervisor, and manage over 70 staff.
• Develop strategies to improve efficiency, maintenance, and service delivery.
• Establish KPIs, monitor performance, and report to executive leadership.
• Coordinate training, SOPs, and policy enhancements to support division goals.
• Represent the division in meetings with stakeholders and partner agencies.
