Job summary

The New York City Employees’ Retirement System seeks a Deputy Agency Chief Contracting Officer to lead procurement operations under the General Counsel. You will direct policy, supervise staff, and coordinate with Legal and business units to draft and negotiate contracts, ensure PPB compliance, and improve efficiency across procurement processes.

Qualifications

• Bachelor's degree in economics, finance, accounting, business or related field, or JD from an accredited law school, plus four years of retirement plan experience; 18 months in supervisory roles.
• Alternate: associate degree with six years of relevant experience, including 18 months in leadership roles; at least 18 months in executive, managerial, administrative or supervisory capacity.
• Equivalent combinations of education and experience are acceptable with the stated supervisory requirement.

Responsibilities

• Draft and update agency procurement policy.
• Supervise procurement staff and train the team.
• Liaise between Procurement and Legal to draft, negotiate, and finalize contracts.
• Coordinate with business units to meet procurement needs and develop SOW/SoW.
• Participate in procurement software projects and ensure PPB compliance.
• Advise on efficient procurement methods, develop specifications to minimize costs and downtime.
• Inform executives on procurement laws, procedures, and PPB rules.
• Track contracts and manage audits to ensure compliance.
• Analyze data on volume and processing time and optimize processes.

Education

Bachelor's degree in a relevant field or JD from an accredited law school

Six years of professional experience with retirement plans or related field

18 months in executive/managerial/supervisory capacity
