Job summary

The Louisiana Department of Transportation and Development (DOTD) seeks a Compliance DOTD Program Specialist 3 to administer the Declaration of Eligibility (DOE) for the DBE program and manage interstate certifications.

The ideal candidate will have extensive experience in transportation program administration, strong written and verbal skills, and the ability to coordinate audits, record retention, and timekeeping as part of the Compliance Programs Section.

Qualifications

• Five years of experience in development, implementation, or administration of a transportation or safety program.
• Six years of full-time work experience in any field plus two years in related area.
• Bachelor's degree plus two years of experience in related field.
• An advanced degree plus one year of related experience.
• Experience substitution: 30 semester hours earned equals one year of experience; max 120 semester hours.

Responsibilities

• Direct, coordinate and administers the DOE process for DBE certified firms.
• Perform in-depth desk audits on firms renewing annually to verify eligibility.
• Maintain DBE certification history file and provide data for reporting.
• Assist Compliance Statewide Program Manager for the Compliance Programs Section.
• Process payments for invoices for DBE/SS Contract per regulations.
• Coordinate meetings and procure equipment/materials as needed.
• Serve as Safety Coordinator and prepare safety reports and meetings.
• Maintain timekeeping records and reports for the sections.
