  • Manage stakeholders across business, technology, risk, and compliance, run governance forums, and report progress, risk, and financials.
  • Identify and manage programme risks and interdependencies, resolve blockers, oversee vendor contributions, and ensure regulatory and data privacy obligations are met.
  • Manage programme financials including budget tracking, forecast accuracy, and change control, driving adoption and benefits realization post go-live.

Data Technical Program Manager (Insurance Domain)

Location: San Antonio, Texas

Pay Rate: $68.00 - $70.00 per hour

Position Overview

Our client, a global technology services organization, is seeking a Data Technical Program Manager with insurance domain experience for an onsite, six-month contract engagement in San Antonio, Texas. The role leads delivery across a portfolio of data initiatives supporting an insurance business.

This position calls for someone who is technically credible with data platforms and equally capable of running governance, managing dependencies, and holding a programme to its commitments. It suits a program manager who wants ownership of outcomes rather than status reporting alone.

Key Responsibilities
  • You will own end-to-end delivery for data programmes covering platform, pipeline, and analytics workstreams, building and maintaining the plan, managing scope and dependencies, and driving the programme to agreed milestones and quality outcomes.
  • You will lead technical planning alongside data engineering and architecture teams, ensuring that solution approaches, sequencing, and estimates are sound, and that data quality, lineage, and governance requirements are built into delivery rather than retrofitted.
  • You will manage stakeholders across business, technology, risk, and compliance functions, run governance forums, maintain transparent reporting on progress, risk, and financials, and escalatest issues early with a clear recommendation attached.
  • You will identify and manage programme risks and interdependencies actively, resolve blockers across teams, oversee vendor and partner contributions where relevant, and ensure that regulatory and data privacy obligations applicable to insurance data are met throughout delivery.
  • You will manage programme financials including budget tracking, forecast accuracy, and change control on scope that carries cost impact, presenting a defensible financial picture at governance forums. You will also drive adoption and benefits realisation beyond go-live, ensuring that delivered data capability is actually used by the business rather than handed over and forgotten.
Requirements
  • Substantial technical program or project management experience delivering data-centric initiatives is required, including accountability for multi-workstream programmes and their delivery outcomes.
  • Insurance domain experience is required, with working understanding of insurance data such as policy, claims, underwriting, or actuarial data and the regulatory context surrounding it.
  • You must be technically conversant with modern data architecture including data warehousing, ETL and ELT pipelines, and cloud data platforms, sufficient to challenge design decisions constructively.
  • Strong stakeholder management, risk management, and written communication skills are essential, and the role is onsite in San Antonio, Texas.
Preferred Qualifications
  • Experience with cloud data platforms such as Snowflake, Databricks, Azure, or AWS data services is strongly preferred, along with familiarity with data governance and data quality tooling.
  • PMP, PgMP, or Agile certifications such as SAFe or Certified Scrum Master are valued.
  • Experience delivering data migration or platform modernisation programmes, and prior consulting or systems integrator experience, are advantageous.
  • Experience delivering data programmes in a regulated financial services environment beyond insurance, such as banking or asset management, is valued.
  • Familiarity with insurance core systems such as policy administration or claims platforms, exposure to actuarial or reserving data requirements, and experience managing distributed or offshore delivery teams are all advantageous.
Compensation and Benefits

This engagement pays an hourly rate in the range of $68.00 to $70.00, based on experience and domain depth, across a six-month contract with a defined end date.

You will lead a visible data programme within an insurance environment, working across technical and business stakeholders with genuine delivery ownership. The engagement strengthens both data platform and regulated-industry credentials, and extension may be possible subject to performance and programme need.
