Job summary

Civicworks is seeking an Evaluation Data Manager in Arizona to lead data strategy, performance measurement, and analytics for a multi-agency grant program. The role oversees data governance, reporting compliance, and data quality while guiding a team of analysts to drive informed decisions across the Rural Health Transformation initiative.

The position requires a bachelor’s degree and experience in data governance, analytics, and government or healthcare payer environments, with strong SQL/BI

Qualifications

• Bachelor's degree plus 2 years in data governance/management with large enterprise systems.
• 2 years in a lead, supervisory, or project management role.
• Experience supporting data governance, data quality, analytics, or data management functions.
• Experience with government agencies, healthcare payers, or managed care organizations.
• Advanced business analysis including data interpretation, dashboard development, and SQL or BI tools.
• Knowledge of federal grant compliance (2 CFR Part 200, CMS/HHS) and program evaluation methodologies.

Responsibilities

• Lead data strategy, performance measurement, and analytics for the program.
• Oversee data governance, audit readiness, and data quality initiatives.
• Ensure federal reporting compliance and drive data-informed decision-making across the program.
• Supervise a team of business analysts.
• Collaborate with AHCCCS and partners to meet organizational objectives.
