• Advanced business analysis including data interpretation, dashboard development, and SQL or BI tools.
• Knowledge of federal grant compliance (2 CFR Part 200, CMS/HHS) and program evaluation methodologies.

The Evaluation Data Manager leads data strategy, performance measurement, and analytics for Arizona's Rural Health Transformation Program, a multi-agency federal grant initiative. Reporting to the RHTP State Project Officer, this role oversees data governance, federal reporting compliance, performance metrics, and supervises a team of business analysts to drive data-informed decision-making across the program. The position ensures audit readiness, data quality, and supports complex organizational objectives within AHCCCS, Arizona's Medicaid agency.

Key qualifications

• Bachelor's degree in Information Systems, Data Science, Health Informatics, Public Administration, or related field plus 2 years in data governance/management with large enterprise systems
• 2 years of experience in a lead, supervisory, or project management role
• Demonstrated experience supporting data governance, data quality, analytics, or data management functions
• Experience working in or with government agencies, healthcare payers, or managed care organizations
• Advanced business analysis skills including data interpretation, dashboard development, and SQL or BI tools
