Job summary

City of Baltimore seeks a Data Governance and Analytics Manager (Operations Manager II) to lead OPI’s analytics practice and manage Open Data and governance programs. The role supervises a multidisciplinary team, guides data policy translation into operations, and collaborates with engineers and contractors on data products.

Qualifications

• Bachelor’s degree in data science, Statistics, Economics, Computer Science, Information Systems, Public Policy, Public Administration, Business Administration, Urban Planning, Geography, or related field.
• At least six years of progressively responsible experience in applied analytics, data governance, open data, or related data-program work, including two years supervising staff.
• Experience conducting analysis with Python and SQL and delivering decision-ready products.

Responsibilities

• Lead high-priority analyses and translate findings into operational recommendations for city leadership.
• Frame questions, define measures, and connect data findings to City operations.
• Develop reproducible analyses and reusable assets using Python, SQL, BI, GIS, and visualization tools.
• Ensure data quality, definitions, and documentation; communicate limitations and risks clearly.
• Produce executive-ready briefs, dashboards, reports, and other decision-support products.
• Translate governance needs into clear data engineering requirements and validate delivered assets.
