Job summary

The City of Baltimore, through the Mayor’s Office of Employment Development (MOED), seeks a Senior Policy and Program Analyst to lead analytic efforts supporting workforce development and strategic planning. You will guide data-driven decisions, manage projects, and mentor staff while communicating insights to non-technical stakeholders.

Ideal candidates have strong data skills (R/Python, Power BI, Excel, SQL), experience in program evaluation, and the ability to coordinate cross-divisional

Qualifications

Bachelor's degree in data science, statistics, applied mathematics, computer science, or computer engineering.
Three or more years of experience in program evaluation, coordination, planning, and/or related work.
Equivalent combination of education and experience accepted.

Responsibilities

Lead a team of evaluators who prepare analysis for action plans and program evaluations.
Inherit, improve, and expand MOED’s analytic stack to evaluate performance and foster growth.
Provide consulting and project management for strategic initiatives.
Examine and query databases to produce narrative reports and dashboards.
Translate programmatic needs into data collection systems while balancing constraints.
Perform related work as required.
