Job summary

Maryland Department of Human Services is seeking a Data Analyst Manager in Maryland to lead data governance, reporting, and performance analysis. You will transform raw data into actionable insights, oversee audits, and ensure compliance with federal, state, and local mandates.

Main Purpose of Job

The Data Analyst Manager serves as a strategic leader within the Division of Administration, responsible for orchestrating the administrative and operational activities that drive organizational efficiency. The primary objective of this role is to transform raw departmental data into actionable insights while ensuring that all divisonal units operate with fiscal and procedural integrity.

POSITION DUTIES
  • Provide strategic data governance and reporting.
  • Manage the core functions of data collection, analysis, and reporting to provide a clear picture of departmental health.
  • Monitor and report on program viability to ensure that services meet quality standards and provide superior customer experience.
  • Oversee monitoring activities to guarantee full compliance with legislative and program mandates.
  • Lead the department's response to audit findings, ensuring the swift and effective implementation of corrective action plans to mitigate risk.
  • Coordinate audit and monitoring visits and conference calls.
  • Oversee and monitor corrective action responses and implementation.
  • Coordinate the process for discussing monitoring/audit findings and negotiating the formulation of recommendations to resolve issues and increase operating efficiency in accordance with Federal, State, County Agency, and other applicable policies.
  • Analyze performance metrics to identify gaps and consult with leadership on strategics to enhance overall departmental outcomes.
MINIMUM QUALIFICATIONS
  • Education: Masters Degree from an accredited college or university in Human Services, Social Work, Data Science or Business Administration.
  • Experience: Four years of experience directing quality assurance frameworks and compliance initiatives to ensure continuous operational alignment with federal, state, and local regulatory mandates.
DESIRED OR PREFERRED QUALIFICATIONS
  • Three (3) years of experience cleaning, validating, and managing large, complex datasets while maintaining data accuracy and integrity, including work with state or human services data systems (such as MDThink, CJAMS, OHEP, or HMIS).
  • Three (3) years of experience conducting quantitative and qualitative analysis, performance monitoring, or program evaluation within government or public sector programs, including translating complex trends into actionable insights for non-technical leadership and stakeholders.
  • Three (3) years of experience directing quality assurance frameworks and compliance initiatives to ensure continuous operational alignment with federal, state, and local regulatory mandates.
SELECTION PROCESS

EXAMINATION PROCESS

Therefore, it is important that you provide complete and accurate information on your application. For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.
