Job summary

TJFACT seeks a Program Analyst in Washington, DC to support the Department of State – INL/ACB. The role is based in the Cybercrime and Illicit Finance Team and focuses on program development, oversight, and interagency coordination to advance U.S.

foreign assistance priorities. Responsibilities include draftings SOWs and memoranda, managing funding and budgets, coordinating with interagency partners and embassies, and ensuring timely reporting to senior leadership.

Qualifications

• U.S. Citizen with ability to obtain a DoS security clearance.
• Bachelor’s degree from an accredited institution.
• 4–6 years’ experience in a relevant field.
• Ability to operate independently and oversee procurements.
• Effective written and oral communication across diverse stakeholders.
• Experience drafting US government reports and documents.

Responsibilities

• Drafts statements of work, coordinates with interagency partners, and works with procurement and budget offices to secure funding.
• Drafts technical, programmatic, funding, and informational memoranda; assists with responses to Congressional questions and interagency documents.
• Provides program management support for funding agreements, including grants training and budget processes.
• Oversees project implementation and site visits; maintains funding and budgetary spreadsheets for task orders.
• Advises on management of programs to advance cybercrime, illicit finance, and related priorities.
• Ensures reporting and information flow to INL leadership and interagency partners.
