BACKGROUND

The Bureau of International Narcotics & Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, & instability abroad. INL helps countries deliver justice & fairness by strengthening their police, courts, & corrections systems. These efforts reduce the amount of crime & illegal drugs reaching U.S. shores.

INL's Office of Aviation & Cross Border Programs (INL/ACB) leads the Bureau's cross-border & cross-regional program management in the areas of aviation, counternarcotics, natural resource crimes, illicit finance & complex criminal investigations, & the International Law Enforcement Academies (ILEA). INL/ACB is responsible for working on these issues with various counterparts across the Department of State & within the U.S. interagency, including the White House, Department of Justice, the Drug Enforcement Administration, the Department of Homeland Security, U.S. Customs & Border Protection, & the Department of the Treasury. In addition, international organizations, non-governmental organizations, & the private sector also form key partners in INL/ACB efforts. INL/ACB manages an annual foreign assistance budget of over $150 million.

POSITION DESCRIPTION

USGI is seeking a Program Analyst to support the Cybercrime & Illicit Finance Branch of ACB's Cross Border Programs Division. The Cybercrime & Illicit Finance team designs & implements programming to disrupt criminal networks that profit from cybercrime & illicit finance, with the goal of making perpetrators more visible & vulnerable to investigation, prosecution, & conviction. Programming strengthens legislative & regulatory frameworks; builds law enforcement, prosecutorial, & financial investigative capabilities; expands cross-border digital evidence sharing & cryptocurrency tracing skills; & enables coordinated international action to dismantle cybercriminal infrastructure & money laundering networks. These efforts are intended to increase arrests, prosecutions, convictions, extraditions, & asset seizures — directly reducing the cybercrime & illicit finance threat to American families, businesses, & critical infrastructure. INL/ACB works with other U.S. agencies — including DOJ, FBI, DHS, & FinCEN — as well as international organizations such as INTERPOL, UNODC, OAS, & the Egmont Group, to implement these programs. This position provides programmatic development & oversight to the INL/ACB Cybercrime & Illicit Finance Team projects.

DUTIES & RESPONSIBILITIES

• Drafts statements of work to meet U.S. foreign policy goals, coordinates with the interagency, & works with procurement & budgetary offices to ensure funding is secured & to monitor initiatives & programs
• Drafts a variety of technical, programmatic, funding, & informational memoranda & letters; assists in the preparation of responses to Congressional questions, press guidance, & interagency documents in accordance with Department policies & regulations
• Assists with logistical & program management support for funding agreements, including through securing specialized grants training; manages budget process including production & processing of obligating documents such as interagency agreements & letters of agreement; assists in overseeing project implementation & project site visits in country; assists with the maintenance of funding & budgetary spreadsheets pertaining to task order & program management; & provides assistance to the Branch Chief on drafting, reviewing & amending all manner of procurement requests & task orders as assigned
• Advises on the management & oversight of programs to advance support on cybercrime, cryptocurrency crime, malicious cyber infrastructure, online child sexual exploitation, & illicit finance efforts
• Assists in the oversight, monitoring, reporting, coordination, & assessment of INL programs to ensure deliverables & foreign assistance priorities set by the Department of State are being fulfilled
• Develops & maintains comprehensive knowledge of issues related to cybercrime, cryptocurrency-enabled crime, & transnational illicit finance
• Serves as an advisory resource for INL/ACB on specific aspects of planning & implementation of programs
• Establishes & maintains professional relationships with office & other INL colleagues, Department & interagency colleagues including agencies involved in programming, & USG personnel assigned to U.S. Embassies that are associated with implementing programs & policy processes
• Ensures that INL/ACB & the INL Front Office receive timely information & reporting to ensure that senior Department, interagency, & budget briefings are fully informed of developments on the ground
• Prepares background materials & reports used in preparing reports, speeches, briefings, & testimony to articulate INL engagement

MINIMUM QUALIFICATIONS

• U.S. Citizen & the ability to maintain a Department of State Secret security clearance
• A Bachelor's degree from an accredited institution
• Four to six years' experience in relevant field
• Ability to operate independently, employing oversight over existing & future operations & procurements
• Ability to communicate effectively, both orally & in writing, with a wide range of players
• Proven knowledge of Federal policies & procedures including methods of providing assistance & the Federal budget process
• Demonstrated ability to provide advice, guidance, & consultation with regard to the interpretation & application of analysis
• Experience drafting US government reports & documents, such as briefing papers, talking points, meeting reports, & other documents
• Demonstrated knowledge of monitoring & evaluation of foreign assistance programming &/or other international program evaluation, including specialized knowledge of international programs sufficient to ensure project work is in compliance with management policies & procedures & in conformance with the Foreign Assistance Act & other regulatory procedures & guidelines
• Proficient in Microsoft Office applications

PREFERRED QUALIFICATIONS

• Prior experience with & knowledge of the State Department's foreign assistance process, the structure & hierarchy of U.S. embassies, & State Department policies & processes
• Demonstrated experience working or coordinating with other relevant U.S. government agencies (e.g., Department of Justice components such as CCIPS & CEOS, FBI, DHS, & FinCEN) engaged on cybercrime & illicit finance issues & the federal law enforcement/criminal justice community more broadly
• Demonstrated experience working on criminal justice reform or anti-money laundering/countering the financing of terrorism (AML/CFT) issues within the U.S. Government

REPORTING AND RELATIONSHIPS

The contractor will report to his/her contracting company & will receive direction from the CO, Contracting Officer's Representative (COR), &/or Government Technical Monitor (GTM).

LEVEL OF EFFORT

Hours for this full-time position will be Monday through Friday, 8 hours per day, 40 hours per week, incorporating the core hours of the Department of State (9:00 AM to 3:00 PM).

TELEWORK

If applicable, telework is authorized only with prior notification to INL Office Director, Contracting Officer, & Contracting Officer's Representative approval, in accordance with Department of State & INL policies.

SUPPLEMENTAL HOURS

Supplemental hours for this position are authorized in accordance with the award & shall not exceed the designated ceiling.

POSITION LOCATION

The physical work location is the INL/ACB office at State Annex 1 (SA-01), Columbia Plaza, 2401 E St. NW, Washington, DC 20520.

GOVERNMENT FURNISHED EQUIPMENT

DOS will provide the Specialist office space, computer, phone, & other required equipment & supplies necessary to complete all job requirements. DOS will own & maintain all government furnished property.

CLEARANCE REQUIREMENT

A Secret security clearance is required for this position; however, the contractor may begin work with an interim Secret clearance.

TRAVEL

Travel is authorized for this position in accordance with the award & shall not exceed the designated ceiling.

TRAINING

This BPA Call provides for mandatory training for DOS-specific equipment, systems, & processes (reference 13 FAM 300 Agency Mandated Training), which shall be completed promptly & in accordance with Department policy. These trainings do not require INL Contracting Officer (CO) approval.

Travel-related mandatory training (e.g., FACT CT420, FACT CT650 Training) may be required at the discretion of the on-site supervisor & Regional Security Officer (RSO) at the OCONUS location traveling to & needs INL Contracting Officer approval.

TPCs are strongly encouraged to take orientation training to best integrate with INL & effectively contribute to the mission. Depending on their role they should attend either INL SOAR (Staff Orientation & Readiness) or PREP (Pre-deployment program) training. SOAR is for TPCs whose position is primarily to work with INL staff in support of INL programs & projects. PREP is for TPCs whose position is primarily to work with host government or foreign counterparts to train or advise them, or to support other TPCs in that work. TPCs are encouraged to take other INL-delivered trainings, & State-specific training through FSI in coordination with the program office, & with CO approval.
