Cross Connection Control Trainee or Technician

Engineering Department

JOB SUMMARY

Protects the public water system by administering Greenville Water's Cross Connection Control Program and implementing Greenville Water's fire hydrant usage requirements. Employees in this career ladder perform progressively responsible duties involving inspection, testing, maintenance, compliance monitoring, customer engagement, program administration, and regulatory enforcement related to backflow prevention, cross connection control, water quality protection, and fire hydrant use. Position responsibilities expand from assisting with program activities at the Trainee level, to independently performing compliance and technical functions at the Technician level, to coordinating and administering the overall program at the Coordinator level.

ESSENTIAL JOB FUNCTIONS:
Cross Connection Control Trainee (Level I)
  • Assists with inspections of cross connections, backflow prevention assemblies, water services, fire hydrant uses, and other potential hazards to the potable water system.
  • Assists with flow testing, pressure evaluations, field investigations, and data collection activities related to water system operations and customer requests.
  • Collects, maintains, and organizes inspection records, testing data, GIS information, drawings, measurements, plat records, mapping data, as-built information, and other program documentation.
  • Assists with testing, troubleshooting, and repairing backflow prevention assemblies.
  • Responds to customer inquiries, concerns, and complaints and assist with educating customers and stakeholders regarding backflow prevention requirements, fire hydrant usage requirements, department services, and water service policies.
  • Verifies water service availability and support service connection investigations and related activities.
  • Prepares reports, correspondence, notifications, and compliance records.
  • Performs work safely and in accordance with departmental policies, procedures, and regulatory requirements.
Cross Connection Control Technician (Level II)

Performs all duties of the Trainee, plus:

  • Independently inspects and evaluates cross connections, backflow prevention assemblies, fire hydrant use activities, and other potential hazards to ensure compliance with Greenville Water requirements and applicable regulations.
  • Conducts and documents flow testing, pressure evaluations, water availability reviews, main locating activities, and distribution system investigations; analyzes findings and recommends corrective actions.
  • Tests, troubleshoots, repairs, and certifies backflow prevention assemblies in accordance with applicable standards and program requirements.
  • Administers and enforces Greenville Water's Cross Connection Control Manual and associated compliance requirements.
  • Implements and enforces Greenville Water's fire hydrant usage policies in accordance with Greenville Water Rules and Regulations.
  • Educates and engages customers, contractors, developers, engineers, and internal staff regarding backflow prevention requirements, hydrant usage policies, compliance obligations, and corrective actions necessary to protect the public water system.
  • Monitors compliance, issues notifications of deficiencies, coordinates corrective actions, and maintains records necessary to support program enforcement and regulatory compliance.
  • Investigates customer concerns, resolves routine compliance issues, and provides technical recommendations regarding backflow prevention, hydrant usage, pressure concerns, and water service matters.
MINIMUM QUALIFICATIONS:

A high school diploma or GED and a valid South Carolina driver's license are required. Placement within the Cross Connection Control Career Ladder is based on experience, certifications, demonstrated competency, and Greenville Water's operational needs.

Trainees must obtain required certifications within established timeframes.

Technicians must possess a valid South Carolina Backflow Prevention Assembly Tester Certification and a South Carolina Class C Water Distribution License.

The Coordinator must possess a valid South Carolina Backflow Prevention Assembly Tester Certification and a South Carolina Class A Water Distribution License and demonstrate the ability to lead and administer the Cross Connection Control Program.

An equivalent combination of education, training, and experience may be considered.

Advancement Criteria
Trainee (Level I)
  • Learns program requirements and assists with inspections, testing, recordkeeping, customer engagement, and compliance activities.
Technician (Level II)
  • Independently performs inspections, testing, customer education, compliance monitoring, hydrant use enforcement, and administration of Greenville Water's Cross Connection Control Manual and Section 2: Fire Hydrant Usage in the Rules and Regulations.
Coordinator (Level III)
  • Provides leadership and oversight for the Cross Connection Control Program, manages compliance and enforcement activities, oversees hydrant use policy implementation, develops program procedures, and serves as Greenville Water's subject matter expert for cross connection control and backflow prevention.
