Qualifications

  • Minimum 1 year of inventory control experience.
  • Minimum 1 year of audit experience.

Responsibilities

  • Produce and issue accountable DS credential identification items for graduates and authorized personnel.
  • Track DS credential identification items and inventory using records.
  • Process reissuance and memorabilia requests for cancelled items.
  • Coordinate reporting and replacement procedures for lost/stolen items.
  • Maintain inventory of credential items, badges, and pins.
  • Coordinate procurement with program manager, finance, and vendors.
  • Prepare weekly activity reports for the DS ID Media Program Manager.
  • Produce and maintain program records, reports, and audits.
  • Assist in creating SOPs and procedural documents.
  • Assist in redesigns/updates of DS identification items.
  • Support key control issuance and tracking for State Department facilities.
  • Support security systems maintenance and periodic checks of voice logger and other equipment.
  • Provide guidance between lock contractor and the Department of State.

Overview:

The Credential Identification Program Specialist reports to the DS ID Media Program Manager and performs specialized administrative and operational functions in support of a sensitive identification program for the Bureau of Diplomatic Security.

Primary Responsibilities:

  • Produce and issue accountable DS credential identification items for official DS training class graduates and other authorized personnel as directed.
  • Utilize electronic and physical records to track the status of all DS credential identification items and inventory.
  • Collect DS credential identification items from departing personnel and process any requests for reissuance of cancelled items as memorabilia.
  • Collect and store DS credential identification items issued to any personnel on extended leave or suspension.
  • Coordinate reporting and replacement procedures for lost and stolen DS credential identification items.
  • Maintain and secure inventory of credential identification items and related materials, to include such items as credential stock, credential badges, and security lapel pins.
  • Work with the program manager, finance and procurement staff, and outside vendors to coordinate program inventory procurement.
  • Prepare weekly activity reports for review and approval by the DS ID Media Program Manager.
  • Produce, update, and maintain program records, reports, and internal program audits.
  • Prepare and/or edit program standard operating procedures and other procedural documents;
  • Assist in periodic redesigns and updates of DS identification items.
  • Assist in managing the computer-based key control issuing and tracking of all keys within the State Department domestic facilities to ensure those keys are properly secured.
  • Perform surveys to ensure each lock request meet Department of State’s Physical Security Standards for Domestic Occupied Space’s requirements and coordinate installation with designated Physical Security Specialist and locksmith.
  • Assist in maintaining the computer-based KeyWatch key control tracking program that secures and monitors the use of all keys within the State Department providing daily reports to ensure those keys are protected and accounted for on a daily basis.
  • Assist in maintaining and programming an active and vital domestic key program for the State Department.
  • Provide guidance between the primary lock contractor and the Department of State.
  • Perform weekly checks and preventive maintenance on Department of State’s voice logger system and ensure that the system is properly recording incoming and outgoing telephone calls and radio transmissions.
  • Provide assistance to mid-level managers to maintain security system/equipment by completing repairs and maintenance on primary security systems.
  • Assist in producing, update, and maintain program records, reports, and internal program audits.
  • Assist in preparing and/or edit program standard operating procedures and other procedural documents.
  • Assist the ID Media Program Manager and SSD Division Chief, and DFP Office Director with additional projects as assigned.
  • Brief the SSD Division Chief and DFP Office Director as required in the absence of the Program Manager.

  • There are no supervisory responsibilities associated with this position.

Education and/or Experience:

  • High School Education; may substitute a Bachelor’s degree for up to one year of specialized experience.
  • 2 Years of general customer service experience.
  • 2 Years of clerical or administrative experience.
  • 1 Year of inventory control experience.
  • 1 Year of audit experience.

Knowledge, Skills, and Abilities:

  • Good working knowledge of Microsoft Windows Applications/Programs.
  • Must be highly organized and have excellent oral and written communication skills in order to interface with Department of State personnel at all levels.
  • Good typing skills.
  • Good problem-solving skills.
  • Ability to see tasks to completion in a timely fashion.
  • Ability to follow oral and written instructions.
  • Ability to work independently.
  • Ability to establish and maintain effective working relationships.

Certificates, Licenses, Registrations:

  • None Required.

Security Clearance:

  • Must have a current US Government SECRET Personnel Security Clearance or be able to successfully complete a U.S. government administered Investigation.
  • Must be a U.S. Citizen.
  • Must also be able to maintain a US Government SECRET clearance with the ability to obtain a Top-Secret Clearance.
