Job summary

The County of Culpeper seeks a Finance Director to plan, organize, and direct the department's financial activities, prepare financial reports, and ensure internal controls across the county's financial records.

Responsibilities include payroll, accounts payable, debt management, budgeting, financial statements, and collaboration with County Administration, HR, DHS, schools, and grants administration to align fiscal policy with statutory requirements.

Qualifications

• Education equivalent to a bachelor’s degree in business management, accounting, or a closely related field with 6 years of relevant experience.
• Experience in general management, program management, budget development, and supervision.

Responsibilities

• Direct and oversee daily departmental activities and resources.
• Oversee payroll processing and benefits statements.
• Oversee accounts payable processing.
• Oversee debt portfolio management and debt issuance.
• Prepare and oversee annual financial statements and other fiscal reports.
• Assist in annual budget preparation and monitor budget compliance.
• Develop and evaluate fiscal policy and provide counsel to County leadership.
• Coordinate with HR, DHS, and schools on revenue, payroll, and general ledger issues.
• Coordinate annual audits and oversee department personnel performance.
