Performs highly responsible executive and professional work directing the County's financial operations, accounting systems, budget development, financial planning, debt administration, payroll administration, human resources, and financial reporting functions. Serves as the County's Director of Finance and principal advisor to the County Administrator and Board of Supervisors on fiscal policy, budget strategy, workforce planning, compensation, benefits administration, capital financing, revenue forecasting, and long-term financial sustainability. Ensures compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) requirements, Government Finance Officers Association (GFOA) best practices, federal and state regulations, and all applicable local government financial reporting requirements. Leads the development and management of the County's annual operating and capital budgets in support of a complex and evolving organization with changing service demands, infrastructure investments, and regulatory requirements. Work is performed under the general direction of the County Administrator and includes supervision of all departmental personnel.

Comprehensive knowledge of governmental accounting principles, financial reporting standards, and local government finance administration; extensive knowledge of Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) requirements, Government Finance Officers Association (GFOA) best practices, governmental budgeting, auditing, debt management, treasury functions, grants administration, and public procurement laws. Demonstrated ability to develop and manage complex operating and capital budgets, perform long-range financial planning, evaluate financial risk, develop sound fiscal policies, and communicate complex financial matters to elected officials, senior leadership, and the public; thorough knowledge of the practices, methods, and laws relating to municipal bond financing; thorough knowledge of the County code; thorough knowledge of standard office procedures, practices, and equipment; ability to evaluate complex financial systems and efficiently formulate and install accounting methods, procedures, forms, and records; ability to communicate complex ideas effectively both orally and in writing; ability to prepare informative financial reports; ability to plan, organize, direct and evaluate the work of subordinate employees; ability to establish and maintain effective working relationships County officials, other governmental officials, associates and the general public. Demonstrated experience leading the financial operations and budget development of a complex and evolving organization, including long-range financial planning, capital project financing, debt management, and strategic resource allocation. Comprehensive knowledge of public-sector human resources administration, payroll operations, employee benefits administration, compensation systems, personnel policies, workforce planning, and applicable federal and state employment laws. Knowledge of FLSA, FMLA, payroll tax requirements, retirement system reporting, and employee benefits programs. Demonstrated ability to integrate financial planning and workforce management strategies to support organizational goals.
Education and Experience:
Bachelor's degree in Accounting, Finance, Public Administration, Business Administration, or closely related field and progressively responsible experience in governmental finance, budgeting, accounting, payroll administration, and financial management, including significant supervisory and leadership experience; or an equivalent combination of education and experience. Experience developing and administering complex operating and capital budgets for a growing or evolving organization is required. Experience in local government finance, debt management, capital financing and implementation of GASB standards is strongly preferred. CPA, CPFO, CGFM, SHRM-CP/SHRM-SCP, IPMA-HR, or similar professional certification is preferred.
The County's compensation package includes health insurance and retirement benefits, and the hiring rate depends on qualifications. Salary range is $100,814 to $151,221. County application can be found online .
