Job summary

KBR in Houston, TX, is seeking a Sr. Specialist I in Cost Control - Change Management to lead Basis of Estimate development, labor staffing models, and cross‑functional coordination for government facilities and base operations proposals.

The role requires extensive hands-on estimating, BOE narratives, and bottoms‑up cost analyses, plus experience with SOWs and proposal evaluation. Travel and security clearance may be required; strong Excel skills essential.

Qualifications

• BOEs, staffing plans, and cost estimates for government contracts.
• Experience with labor staffing models and workload-based planning.
• Knowledge of facilities operations and government facility contexts.

Responsibilities

• Lead BOE development integrating labor and non-labor resources.
• Develop staffing models and justify labor hours and FTEs.
• Collaborate with operations, site management, and SMEs.
• Validate estimates against solicitation requirements and historical data.
• Prepare detailed BOE narratives and cost documentation.
• Perform detailed bottoms-up estimating for proposals.
• Review subcontractor SOWs and support technical pricing.
• Contribute to cost evaluations and compliance reviews.
