THE POSITION: CCWD is seeking a qualified and motivated Control Systems & Instrumentation Engineer to support CCWD's water treatment and distribution operations. This position plays a key role in performing a wide range of control system engineering tasks related to the planning, design, construction, operation, and maintenance of CCWD facilities, equipment, and systems.

The ideal candidate will have experience managing projects through all phases—from initial planning and design to construction, implementation, and close-out. This position also serves as a technical expert in control systems and instrumentation, providing critical support to various teams and ensuring reliable and efficient system performance.

Additional Responsibilities

  • Design and Integration – Develop, review, and oversee the installation and integration of instrumentation systems including flow meters, pressure sensors, PLCs, SCADA and DCS systems, and other process control technologies.
  • System Maintenance and Troubleshooting – Ensure the proper functioning of instrumentation and control systems; identify and resolve issues through diagnostics and repair or replacement.
  • Compliance and Safety – Ensure all instrumentation and control systems comply with local, state, and federal regulations, including environmental and safety standards.
  • Data Analysis and Reporting – Use system data to optimize processes and support decision-making through reporting, trend analysis, and performance monitoring.
  • Vendor Coordination – Work with suppliers and consultants to specify and procure equipment and oversee testing and commissioning of new systems.

PHYSICAL DEMANDS

When working in an office environment, must possess mobility to use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.

When working in the field, must possess strength, stamina, and mobility to sit, stand, and walk on level, uneven, or slippery surfaces and operational areas; reach, twist, turn, kneel, bend, stoop, squat, and crouch in the performance of assigned duties. Finger dexterity is needed to operate tools, instruments, and equipment.

ENVIRONMENTAL ELEMENTS

Employees primarily work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees also work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, chemicals, mechanical and/or electrical hazards, hazardous physical substances and fumes, dust, and air contaminants.

(Reciprocal agency service does not count toward the 5-year or 10-year vesting requirement for fully paid retiree medical.) The defined benefit is 2.35% at 55 for those with classic reciprocity. New hires who are not eligible for classic reciprocity are eligible for the 2% at 62 PEPRA defined benefit.

  • Extensive Wellness Program including 50% employer-paid gym membership, up to $40.00 per month
