City of Mesa is seeking a Contract Supervisor to oversee management of service and material contracts and to draft and edit contract documents in alignment with department needs and budgets. The role includes leading contract teams, conducting site inspections, and coordinating with Purchasing for bid processes.

The incumbent will supervise Landscape Coordinators and Contract Specialists and provide training on compliance, billing, and recordkeeping.

Qualifications

• Bachelor's degree in one of the listed fields.
• 3–5 years of service contract administration, monitoring, or inspection in public or private sectors.
• At least 2 years of supervisory/lead experience or oversight of service contractors, preferably in a municipal setting.

Responsabilités

• Oversee management of service and material contracts (e.g., backflow services, landscape maintenance, pest control, HVAC and other maintenance).
• Draft, rewrite, and administer contract documents; coordinate with Purchasing for bids, proposals, and awards.
• Lead contractors on scope of work and city expectations; communicate performance concerns and resolutions.
• Perform market research, analyze expenditures, and forecast costs to stay within budgets and master agreements.
• Supervise Landscape Coordinators and Contract Specialists; provide training on contract compliance and invoicing.
