Louisiana Department of Transportation and Development (DOTD) is seeking a Contract Services professional to provide technical and supervisory support to the CCS Unit. The role entails overseeing contracts, invoices, and DBE compliance within the consulting engineering arena.

Qualifications

Responsibilities

  • Supervises the procurement, preparation, and processing of contracts for consulting engineering services and related staff, ensuring compliance with DOTD policies.
  • Ensures the accuracy of tracking and monitoring system for all invoices and documents.
  • Communicates with project managers, engineering consultants, and audit staff to facilitate invoice processing and information exchange; attends meetings as needed.
  • Manages the DBE database identifying DBE invoiced effort; trains staff on DBE compliance; develops CCS SOP for DBE tracking.

About This Position

This position is responsible for providing technical and supervisory support to the Consultant Contracts Services (CCS) Unit of the Contract Services Section of the Department of Transportation and Development.

Minimum Qualifications

Two years of the required experience for the following minimum qualification must have been in contracts or grants management:

  • Six years of experience in contracts or grants management, procurement, financial management, or accounting; OR
  • Six years of full‑time work experience in any field plus three years of experience in contracts or grants management, procurement, financial management, or accounting; OR
  • A bachelor’s degree plus three years of experience in contracts or grants management, procurement, financial management, or accounting; OR
  • An advanced degree in business or public administration, finance, economics, or statistics plus two years of experience in contracts or grants management, procurement, financial management, or accounting.
Experience Substitution:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full‑time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties

Job Duties and Other Information

  • Supervises the procurement, preparation, and processing, as well as training and guiding others in the procurement, preparation, and processing, of all standard and complex contracts, as well as all other associated or related contract documents, for consulting engineering and related services contracts of the Department. assigned staff in accordance and compliance with all applicable Department of Transportation and Development and Louisiana State Civil Service policies, procedures, and rules.
  • Assures the accuracy of the tracking and monitoring system for all assigned invoices and invoice documents.
  • Communicate with project managers and coordinators, engineering consultants, and audit staff, as needed, to facilitate the exchange of the necessary information for the processing of invoices. Attend meetings, as necessary.
  • Manages the DBE database that identifies DBE invoiced effort on DOTD projects. Ensure new certified DBE firms are timely added to database. Train staff to implement DBE compliance related protocols. Develop and update CCS Manual SOP, as needed for DBE tracking and reporting activities.

This position may be filled as a promotion (open to only current permanent status classified DOTD employees); or by detail to special duty.

Compensation:

The actual starting salary depends on the education and experience of the selected applicant.
