Job description

This work activity is Level III Auditor professional work within Financial Audit Services (FAS), Acquisition Services, Office of Global Financial Management. FAS provides both pre-award and post-award financial audit services to the client and other elements of the Intelligence Community. The contract auditor provides post-award financial audit service support to the Agency through FAS. Conducts a full range of routine to highly complex audits in accordance with GAGAS.

Responsibilities:
  • Prepares risk assessment and transaction testing plan draft for government audit manager approval and gathers and analyzes accounting records and supporting documents necessary to perform transaction testing on post-award audits; performs the full range of post-award audits.
  • Prepares exhibits and schedules for post-award audits.
  • Reviews permanent files and prior reviews to obtain background information and/or update contractor information.
  • Creates the audit folder, briefs the contracts, and documents all government audit manager guidance, and conversations and meetings with requestor, program office, and contractor personnel.
  • Summarizes results of audit ensuring all work papers have a purpose, scope, conclusion, and source, indexing and cross-referencing.
  • Drafts comprehensive audit report for government audit manager approval, attaching exhibits and schedules as necessary which may require minimal government audit manager edits.
  • Prepares final audits for government audit manager approval to expedite contract settlement. (Some audits require audit judgment to advise on closure by means other than GAGAS based audits.)
  • Employs auditing techniques to include statistical sampling, regression analysis, and review of historical cost to formulate recommendations on allowability, allocability, and reasonableness per the Federal Acquisition Regulations, the Cost Accounting Standards, and the Contract Terms.
  • Reviews and analyzes contractor disclosure statements, post-award audits, termination audits, and other historical cost type audits.
Minimum Requirements:
  • TS/SCI with Polygraph
  • Minimum three (3) years of professional contract auditing experience planning and completing a full range of financial audits gained with other governmental agencies, e.g. Defense Contract Audit Agency.
  • Strong communication skills.
  • Experience with Microsoft Excel & Outlook.
  • Ability to collaborate.
  • Considerable knowledge and understanding of Generally Accepted Government Auditing Standards (GAGAS), Generally Accepted Accounting Principles (GAAP), Federal Acquisition Regulations (FAR), Cost Accounting Standards, Federal Tax Regulations, Agency regulations, Defense Contract Audit Manual, CIA Contracting Manual, Financial Accounting Standard Board Statements and Promulgations.
  • Proficient with computer applications and specialized databases.
  • Strong organizational skills to plan each phase of the audits and meet deadlines.
  • Advanced problem-solving skills to resolve discrepancies in application of costs with contractors.
  • Analytic and research skills which enable incumbents to evaluate multiple pieces of complex data to form conclusions.
  • Strong oral communication skills to facilitate discussion of audit issues with the contracting officers, face-to-face entrance/exit conferences with the contractors, and various presentations.
Education:
  • A bachelor’s degree in accounting, or in a business discipline with 24 semester credit hours in accounting and auditing.
