Responsibilities

  • Perform all aspects of contract closeout support for assigned programs.
  • Serve as Non-Government Advisor to Contracting Officers and Specialists.
  • Support a broad variety of acquisition and contract management tasks.
  • Develop acquisition packages: requirements, market research, cost estimates, SOW/specs, strategy.
  • Prepare solicitations and validate sole-source approvals.
  • Coordinate technical reviews, audits, and pre-award surveys.
  • Assess proposals for compliance and cost/price reasonableness.
  • Perform cost/price analysis and support/lead negotiations.
  • Support contract awards and management of modifications and documentation.
  • Monitor performance, schedule, deliverables, and resolve issues.

Background:

Kent, Campa and Kate Incorporated (KCK) is a federal contracting company that provides professional services to Government Agencies. We are currently seeking a qualified candidate for a Contract Specialist position supporting the Defense Threat Reduction Agency.
The Contract Specialist should possess junior-level experience in Life Cycle acquisitions to support DoD. This position conducts highly specialized, mission-critical procurements for the agency. The Specialist may advise/support pre-award and post-award contracting functions for a variety of complex requirements, including services, supplies, Research and Development (R&D), and encompasses a mixed portfolio of Grants, Cooperative Agreements, Intragovernmental, Small Business Innovation Research (SBIR) and Small Business technology Transfer (STTR) programs, and Technology Investment agreements. The Specialist will primarily support a Contract Closeout team.

Salary Range: $83,000-$87,360

Requirements:
  • U.S. Citizen with current DoD Secret Security Clearance
  • Education Requirement: Bachelor’s degree
  • Experience Requirement: 5+ years of government acquisition and contracting experience with full lifecycle expertise across complex programs, including contract closeout actions
  • Experience with Federal Acquisition Regulation (FAR) including acquisition planning, source selection, and contract negotiation across multiple contract types (including cost-reimbursement and incentive-based)
  • Strong experience in contract administration, including performance management, modifications, terminations, and especially closeout actions
  • Ability to develop requirements, conduct market research, build cost estimates, and prepare solicitation packages
  • Analytical skills to resolve complex contracting issues and develop effective, compliant solutions
  • In-depth knowledge of acquisition regulations, contract types, and source selection procedures
  • Strong communication and collaboration skills with senior government, industry, and technical stakeholders
  • Ability to complete more complex tasks with minimal guidance
  • Ability to travel to support client needs
Work Duties: (includes, but is not limited to the below)
  • Primary function: Performing all aspects of contract closeout support; also,
  • Serves as Non-Government Advisor to Contracting Officers, Specialists, or Divisions;
  • Supports a broad variety of acquisition and contract management related tasks;
  • Develops acquisition packages: requirements, market research, cost estimates, SOW/specs,
    strategy;
  • Prepares/issues solicitations; validate sole-source approvals;
  • Coordinates technical reviews, audits, and pre-award surveys;
  • Assesses proposals for compliance and cost/price reasonableness;
  • Performs cost/price analysis and support/lead negotiations;
  • Supports or recommend contract awards;
  • Supports the management of contracts: modifications, options, documentation;
  • Monitors performance, schedule, deliverables; resolve issues;
  • Interprets terms; ensures compliance across lifecycle;
  • Assists with closeout/termination and settlement review;
  • Supports protests and claims;
  • Procures for R&D/test/production: services, materials, specialized equipment.
