Job summary

Westinghouse is seeking a Contract Conformance Specialist in Houston, TX, for a 12-month assignment. You will manage daily conformance for contractual arrangements on assigned capital and maintenance projects, ensuring obligations are met and documentation flows smoothly between the company and contractors.

You will interact with legal, project management, procurement and other teams, supporting change orders, compliance, and audits. Projects average up to $150MM annually and last 1–2 years.

Qualifications

  • Bachelor's degree in an engineering, construction, legal, technical, or business discipline.
  • 6+ years of experience in legal, engineering, construction, and/or contract administration or conformance of construction-related projects.
  • Associates degree with 10+ years of experience in legal, engineering, construction, and/or contract administration or in the gas pipeline industry.

Responsibilities

  • Demonstrate understanding of and compliance with Project Execution contracting strategy.
  • Prepare contract exhibits including scope, specifications, pricing and special instructions.
  • Write technical contract language describing scope, pricing and instructions for each project.
  • Support project management in contractor contract negotiations during bidding and formation phases.
  • Coordinate project team in development of a project specific communication plan.
  • Participate and help with contract conformance to team and third-party personnel.
  • Review documents submitted by contractors for compliance and notify non-compliance with concurrence of the team.
  • Maintain contractor correspondence and documentation logs.
  • Prepare and transmit company generated correspondence with project team concurrence.
  • Manage change order process including log, directives, and approved changes.
  • Prepare meeting agendas, attend meetings and distribute notes for contract-related meetings.
  • Coordinate with team, CCRL, contract conformance manager and legal lead to resolve contractual issues.
  • Monitor and track service request orders for project outside services providers.
  • Coordinate contract close-out and retention in compliance with procedures.
  • Prepare for and assist during audits and provide weekly status updates.

About the role:

Contract Conformance Specialist

Duration: 12 Months

Locations: Houston, TX

Reports directly to respective SCM Core Programs Supervisor.

The Contract Conformance Specialist (CCS) is accountable for the daily conformance responsibilities for all completed contractual arrangements of assigned capital and maintenance projects.

The CCS manages the flow of documentation and communication related to the contractual relationship between Company and Contractor to ensure contractual obligations are met.

The CCS interacts frequently with third parties. It also works with in-house departments, including legal, project management, construction management, business development, system planning, procurement, contract management, project controls, and other teams.

The CCS reports directly to respective SCM Core Programs Supervisor.

Assigned projects with a consolidated total of up to $150MM per year and lasting typically 1-2 years.

Assigned projects, including those of elevated complexity.

Key Responsibilities:
  • Demonstrate understanding of and compliance with Project Execution contracting strategy.
  • Prepare contract exhibits, which include scope, specifications, pricing, and special instructions.
  • Write technical contract language describing the scope, pricing, and special instructions for each assigned project.
  • Support project management in contractor contract negotiations during the contract bidding and formation phases.
  • Coordinate project team in its development of a project specific communication plan.
  • Participate and help regarding contract conformance to team and third-party personnel.
  • Review documents submitted by contractors for compliance with contract, and provide notification to contractors of non-compliance and deviations from baselines, with concurrence of team and project manager.
  • Maintain contractor correspondence and documentation logs.
  • Prepare and transmit company generated correspondence, with concurrence of project team functional lead, construction manager and project manager.
  • Manage change order process, which includes managing change order log, generating change directives, reviewing contractor requested changes, and preparing approved change orders
  • Prepare meeting agenda, participate in person at, and take & distribute meeting notes for, all contract-related meetings between company and contractor.
  • Coordinate with project team, CCRL, contract conformance manager and legal lead, in resolution of contractual issues as they arise.
  • Request, monitor and track service request orders (SRO) for project outside services providers throughout the project duration.
  • Coordinate contract close-out with project team to ensure strict compliance with the related contracts. Close out project contract files and submit for retention in compliance with Company procedures.
  • Prepare for and assist during company and external compliance audits. Ongoing communication with the CCRL regarding projects' contractual requirements, practices and issues, including providing weekly status updates on the CCS Flash Report.
Qualifications:

We require a Bachelor's degree in an engineering, construction, legal, technical, or business discipline.

6+ years of experience in legal, engineering, construction, and/or contract administration or contract conformance of construction-related projects. Preferably, this experience will be in the gas pipeline industry.

or Associates degree with a minimum 10+ years of experience in legal, engineering, construction, and/or contract administration or contract conformance of construction related projects, preferably in the gas pipeline industry.
