Job summary

QinetiQ US in the United States is seeking a Mid-Level Contracts Closeout Specialist to join our team, focusing on closeouts for DoW and USSF-related programs. You will work with technical teams and partners to ensure delivery, inspection, acceptance, and timely closeout of contract end items.

The role requires 5+ years of federal contracting experience (3+ in closeout), TS/SCI eligibility, and a Bachelor's degree.

Qualifications

• Bachelor's Degree is required.
• TS/SCI eligibility is required.
• 5+ years of federal contracting experience, including at least 3 years contract closeout for a Department of War customer.
• Working knowledge of FAR 4.804 and DFARS 204.804 closeout procedures.
• Experience reconciling contract funds, de-obligating excess funds, and resolving unliquidated obligations.
• Experience coordinating with DCMA, DCAA, and finance offices on final indirect cost rates, audits, final vouchers, and contractor releases.
• Working knowledge of the FAR and DFARS across the contract lifecycle, including IDIQ ordering, modifications, subcontract management, and FAR Subpart 9.5 organizational conflict of interest rules.
• Experience supporting source selections, contract administration, or acquisition strategy development.
• Strong attention to detail and the ability to manage a large volume of closeout actions at the same time.
• Excellent written communication skills, with the ability to draft clear determinations, memoranda, and closeout documentation.

Responsibilities

• Assist the Government to execute source selections subject to FAR 9.505-4, coordinating meeting requests and drafting evaluations.
• Provide contract and subcontract management support.
• Assist Government Contracting Officers in contracting actions including RFPs, evaluations, negotiations, administration, and execution.
• Provide contracts guidance and determinations for program and business management teams.
• Advise on contractual rights, risk mitigation, strategy, and problem solving.
• Assist management of IDIQ contracts and development/execution of acquisition strategies for follow-on efforts.
