QinetiQ US is seeking a Contracts Specialist to support government contracts and subcontracts, focusing on preparation, negotiation, and management to enable program success with USSF and DoW. The role requires close collaboration with technical teams, stakeholders, and partners to ensure compliance and delivery.

Ideal candidates will have strong knowledge of FAR/DFARS, source selections, and proposal evaluations, with proven experience in contract negotiation, administration, and acquisition

Qualifications

• Bachelor's Degree or higher; advanced degrees as indicated.
• TS/SCI Eligibility required.
• 5+ years in business, contract management, public administration, law, finance, or related field.
• 7+ years federal contracting or acquisition experience across pre-award and post-award phases.
• Working knowledge of FAR and DFARS, including FAR Part 15 source selection procedures and FAR Subpart 9.5 organizational conflicts of interest.
• Demonstrated experience supporting source selections, including drafting source selection documentation and proposal evaluations.
• Experience with contract negotiation, administration, and execution, as well as subcontract management.
• Experience performing cost and price analysis of material, equipment, and production cost estimates, performance requirements, and delivery schedules.

Responsibilities

• Assist the Government to execute source selections subject to FAR 9.505-4, which can include but are not limited to coordinating functional meeting requests, developing source selection documentation, and reviewing and drafting proposal evaluations.
• Provide contract and subcontract management support.
• Assist Government Contracting Officers and contract specialists in executing various contracting actions, to include advising on requests for proposals, technical evaluations, contract negotiation, contract administration, and contract execution.
• Provide contracts guidance and determinations and technical and operational leadership for the program and business management teams.
• Advise management on contractual rights and obligations, risk avoidance and mitigation, strategy, and problem solving.
• Advise and assist on management of existing IDIQ contracts and with development and execution of acquisition strategies for any such follow-on efforts.
