Job summary

The Lighthouse for the Blind, Inc. is seeking a Contract Closeout Specialist to support the start-up Contract Management Services. You will manage contract close-out processes, ensure document accuracy, and communicate with agencies and contractors to collect required histories.

Ideal candidates are legally blind with strong Excel/Word skills and experience using assistive technologies. A 4-year business degree is preferred, and strong teamwork and deadlines are essential.

Qualifications

  • Must be legally blind and a US citizen (as per program requirements).
  • Proficiency with MS Office suite and assistive technology (JAWS/Window Eyes).
  • Two-day contract closeout training completion or willingness to participate.

Responsibilities

  • Complete contract close-out in accordance with SOPs and supervisor guidance.
  • Maintain 100% accountability of folders/documents during close-out.
  • Obtain payment history and delivery history from agencies/manufacturers as needed.
  • Prepare closeout documents for contracting officer review.
  • Generate daily/weekly reports tracking close-out metrics.
  • Provide customer service to contracting officers regarding folders.
  • Assist in improving SOPs to boost productivity.

Participates in the start-up operation of Contract Management Services. Performs day-to-day operations in CMS team of legally blind employees preparing government contracts for close-out.Responsibilities:Will complete contract close out process as required by standard operating procedures and directed by site supervisor.Maintain 100% accountability of folder/documents throughout the close out process.Responsible for contacting agencies to acquire written payment history through electronic or verbal means.Responsible for contacting manufacturers or contractors to acquire written delivery history through electronic or verbal means.Determine if obligated funds match required payment or if there is an opportunity to de-obligate funds or a need to obligate additional funds with supervisor review.Provide completed folder for close-out review by contract closeout supervisor.Prepare closeout documents for contracting officer review and approval as required by standard operating procedures.Complete daily and weekly reports to track metrics throughout the close-out procedure.Provide customer service required contracting officers concerning folders presented for close-out.Upon closure of contract, redistribute folder for temporary storage awaiting destruction.Assist in improving existing standard operating procedures to improve productivity.Other duties as assigned.Minimum Requirements:Must be Legally blind and a US citizenA 4 year business related degree or equivalent work experience is preferred.Highly proficient in computer technology (Word, Excel) and Assistive technology (JAWS, Window Eyes).Excellent verbal and written communications skills required.Attention to detail and accuracy are crucial.Must be team oriented, possess a strong work ethic, have the ability to meet deadlines and possess good organizer.Completion of a Two day contract closeout training (classroom).Understanding of Proprietary Government software/systems elemental to work performed:Procurement Desktop-Defense (PD2)Software Professional Solutions (SPS)Required Training:DAU coursework (online)CON 0140 Art & Science of ContractingCLC 011 Contracting for the rest of usCON 237 Simplified Acquisition ProceduresAbility to work schedule as assigned.Company benefits may include:12 Paid Holidays per year2 weeks vacation after one year of employmentMedical, Dental, and vision plansLong-term and short-term disability, AD&DLife Insurance403(b) Retirement Plan with 6% employer matchTuition ReimbursementEmployee Assistance Program (EAP)Team Member Referral Bonus ProgramPaid Leave for Service Animal TrainingFocus on Upward MobilityInclusive and Supportive Team EnvironmentPlease note: Under the AbilityOne Program, The Lighthouse for the Blind, Inc. gives hiring preference to individuals who are legally blind.
