The position emphasizes advanced writing, template development, and coordination with legal and program staff to ensure compliant and efficient procurements and grant activities across HHSC systems.

Qualifications

• 3 years’ experience with procurement practices and related statutes/rules.
• Federal/state procurement and grant management experience preferred.
• Knowledge of 2 CFR200 and state procurement guidance.

Responsibilities

• Develop procurement and grant documents and timelines ensuring compliance.
• Maintain standardized SOW templates and writing standards.
• Draft common SOW components with deliverables and acceptance criteria.
• Identify recurring SOW deficiencies and improve templates/processes.
• Deliver training on effective SOW development.
• Coordinate with legal, program staff, and procurement to resolve issues.
• Review laws and regulations affecting agency operations; assist with legislative implementation.
