Job Description

Procurement & Contracting Services is looking for a Contract Administration Manager I. This is a part time position. Under the direction of the Health and Human Services Commission Procurement and Contracting Services Director of Special Programs, performs highly advanced consultative work developing grants solicitations; complex solicitations; developing, revising, and promoting compliant policies, procedures, forms, and reports; overseeing the preparation and implementation of various grant-related and procurement-related documents and systems; and interpreting laws and regulations. Works in conjunction with client programs and other agency stakeholders to develop and implement efficient and effective grant practices and procurement practices throughout the HHS system and may initiate and coordinate the approval process to finalize such practices. Works under minimal supervision with extensive latitude for the use of initiative and independent judgement.

Essential Job Functions
  • Develops, revises, and/or implements procurement documents and grant solicitation documents and timelines ensuring compliance with agency policies and procedures and applicable federal and state statutes and rules throughout the grant or procurement cycle. (50%)
  • Develops, maintains, and improves standardized SOW templates, procedures, technical writing standards, checklists, job aids, examples, and guidance for use by HHSC program and procurement staff.
  • Develops standardized approaches for drafting common SOW components, including deliverables, performance requirements, reporting requirements, Contractor responsibilities, and acceptance criteria.
  • Identifies recurring SOW deficiencies and recommends improvements to procurement templates, processes, guidance, and training.
  • Develops and delivers training, workshops, or technical assistance to program and procurement staff regarding effective SOW development.
  • Maintains consistency in terminology, formatting, document structure, and technical writing practices.
  • Researches and recommends appropriate tools and technology that may improve the efficiency, consistency, and quality of SOW development and review. (30%)
  • Participates in HHS System contracting, procurement, and grant-related workgroups, committees, and projects. Communicates on a complex level to provide, exchange or verify information, answer inquiries, address issues and resolve problems related to division operations as well as procurement management and grant management for HHS system staff. (10%)
  • Coordinates and communicates, individually and collectively, with legal services, procurement and contracting staff, program area staff, and state and agencies to identify needs, resolve problems, and monitor and discuss effectiveness of procurement and grant solicitation documents. (5%)
  • Reviews drafts of laws, rules, and regulations affecting agency operations; and bills or amendments for legislative consideration and assist with legislative implementation. (5%)
Registrations, Licensure Requirements Or Certifications

Certified Texas Contract Developer (CTCD) required. Certified Texas Contract Manager (CTCM) certification must be obtained within six months of hire. Dual CTCD/CTCM certification preferred. Project Management Professional certification preferred.

Knowledge Skills Abilities
  • Knowledge of and skill in implementing Federal and grant laws and regulations, including 2CFR200, the State of Texas Procurement and Contract Management Guide, and Texas Grant Management Standards.
  • Knowledge of legal principles, practices, and proceedings: of state and federal laws, rules, and regulations; and of agency administrative rules and regulations.
  • Skill in working on complex procurement projects.
  • Skill in legal research, writing, and analysis; in the use of a computer and applicable software; in using reasoning and logic; in identifying and solving complex problems; in prioritizing workloads; in mediation and negotiations; and in using judgment to identify courses of action.
  • Skill in developing procedures, templates and processes.
  • Skill in preparing and composing clear and concise reports, manuals, technical information and correspondence.
  • Ability to interpret statutes, state, and federal rules and regulations.
  • Ability to develop solutions to problems.
Initial Screening Criteria

3 years’ experience with procurement practices, statutes, rules and regulations. Federal and state procurement and management and grants procurement and management strongly preferred.
