Job summary

Texas Health and Human Services Commission (HHSC) is seeking a Contract Administration Manager I in Austin to oversee a large portfolio of mental health contracts. You will guide contract development, monitoring tools, and compliance across internal and external stakeholders.

The role requires state government procurement experience, leadership, and the ability to analyze complex data, manage staff, and implement policy. Telework eligible, full-time, exempt.

Qualifications

• Minimum of three years of direct experience developing or managing contracts for a governmental entity.
• Five years of direct experience developing or managing contracts for a governmental entity preferred.
• Certified Texas Contract Manager (CTCM) or secure CTCM within 12 months.
• Ability to interpret and apply federal and state statutes, agency rules, and policies in contract development and management.

Responsibilities

• Assists with short- and long-term goals and strategies to strengthen contract management and administration with internal and external stakeholders.
• Supervises and guides team members; may hire, assign, evaluate, and develop staff.
• Develops standardized contract management protocols and tools; oversees monitoring activities.
• Monitors contractor compliance and acts as principal liaison between agency management, contractors, and stakeholders.
• Performs duties including reviewing legislation related to procurement or contract management and supporting disaster response or continuity of operations.
