Job summary

SpecPro Sustainment and Environmental, LLC is seeking Construction Surveillance Technicians to support secure F-22 FTU Beddown construction at Joint Base Langley-Eustis, Virginia. CSTs will monitor site, ensure compliance with ICD 705 and DoD security requirements, and document activity with daily reports.

The role requires TS/SCI clearance, US citizenship, and at least 3 years in security surveillance or related fields. Normal hours Mon-Fri; travel flexibility.

Qualifications

• U.S. citizenship required.
• Proficient knowledge of ICD 705 requirements.
• Working knowledge of building construction and construction trades.
• Proficiency with photography, computers, Microsoft Word, Excel, and Outlook.
• Minimum three (3) years of experience in at least one of the following: Construction Security Surveillance; Technical Surveillance Countermeasures; industrial or Government security involving Counterintelligence; Construction Quality Assurance; or hands-on supervisory construction experience.
• High school diploma or equivalent required.
• Must possess a current Top Secret/Sensitive Compartmented Information (TS/SCI) clearance.

Responsibilities

• Provide job-site security surveillance support and assist with maintaining construction site security.
• Validate personnel access and monitor authorized personnel, materials, and equipment entering and exiting construction sites.
• Monitor construction activities for compliance with approved project plans and specifications, ICD 705 requirements, DoD physical security requirements, and Anti-Terrorism/Force Protection considerations.
• Coordinate with site security personnel to ensure secure spaces are properly cleared and secured.
• Monitor secure storage areas and construction materials for compliance with applicable security and material storage requirements.
• Observe construction workers and immediately report security anomalies, incidents, issues, or concerns to the appropriate site security personnel.
• Assess architectural, structural, mechanical, electrical, and plumbing construction for compliance with project plans and identify deviations.
• Prepare detailed daily surveillance reports, activity logs, photographs, analyses, and monthly status reports.
• Photograph and document construction progression and security-related construction features as required to support future security accreditation.
• Demonstrate flexibility in work schedules and locations and respond to time-sensitive or urgent construction and security requirements.

CSTs will provide job-site security surveillance and construction monitoring to help ensure secure areas, personnel, materials, and construction activities remain compliant with approved project requirements, Intelligence Community Directive (ICD) 705, and applicable physical security requirements.

What You Bring:

Required:

Preferred:

• Security experience involving Special Access Program Facility (SAPF) or Sensitive Compartmented Information Facility (SCIF) construction.
• Experience with AFCEC, USACE, NAVFAC, or Department of State construction processes and methods.
• Experience with DoD/MILCON construction projects.
• OSHA 10-Hour Safety Course.
• Government-approved Construction Surveillance Technician and ICD 705 training.

The position is located at Joint Base Langley-Eustis (JBLE), VA. Normal duty hours are Monday through Friday, 7:30 a.m. to 4:30 p.m. ET. The position requires flexibility regarding work schedules and locations to respond to time-sensitive construction and security requirements.
