Job Title

Construction Surveillance Technician (Mount Weather - Bluemont, VA)

Responsibilities
  • Control access to the construction sites.
  • Screen and observe personnel within or to a construction site as appropriate, permitting only those on the Site Access List.
  • Screen all materials and tools entering a construction site.
  • Control the Secure Storage Area (SSA) and the contents thereof.
  • Monitor and annotate in writing the observed actions of construction workers, comparing results with project documentation.
  • Ensure all equipment, materials, and furnishings are x-rayed or examined, marked and escorted to the SSA or designated area.
  • Assist the SSM with random selection and procurement of materials for construction and installation in, or contiguous to, controlled areas.
  • Inspect all people, packages, bags, boxes, crates, tools, and vehicles prior to entering the construction site at the discretion of the SSM.
  • Produce daily logs of all related activity and events.
  • Report all security-related incidents.
  • Report all anomalies and incidents of a counterintelligence nature directly to the SSM.
  • Other duties as assigned by the SSM in coordination with the Lead CST.

Travel Requirements: 0 - 10%

Requirements
  • High school diploma or equivalent and 3 to 5 years of total experience in one of the following areas:
    • Construction security surveillance
    • Technical surveillance countermeasures
    • Government security involving counterintelligence
    • Construction quality assurance
    • Hands‑on (documented) supervisory construction experience
    • Military Service
    • Law Enforcement
  • Must have either an active Top Secret security clearance with SCI or be eligible for SCI.
  • Familiar with typical office machines and administrative software (e.g., Microsoft Word, Excel).
  • Meet physical requirements necessary for the job, including ability to navigate stairs and stand for extended periods; site may be unheated and open to elements.
  • Ability for some travel if required.
  • Possess a valid Department of State Construction Surveillance Technician (SE631) certification.
  • Knowledge of construction disciplines, including Architectural, Mechanical, Electrical, and Electronic Engineering principles.
  • Capable of analyzing designs and blueprints, recognizing intended use and design concept.
  • Capable of analyzing designs and structural complexities to prohibit exploitation for ulterior purposes.
  • Knowledge of Technical Surveillance Countermeasures, PHOTOINT, IMINT techniques, and construction principles/devices used by hostile and friendly intelligence services.
  • Trained and experienced in all countermeasures employed to protect against technical penetration.
  • Trained and thoroughly knowledgeable of the security levels required in various parts of each facility under construction or renovation.

* The requirement is not cumulative, meaning one year in each of the five areas does not equate to meeting the requirement.

The total hourly pay for this non-exempt position is $40.09 per hour for up to 40 hours per week. This includes a base hourly rate of $35 plus $5.09 per hour Health & Welfare (H&W) for up to 40 hours per week as required by the Service Contract Labor Standards (SCLS) regulations.
