Construction Surveillance Technician (CST) DIA - NCR - (8900)

Cape Fox Facilities Services (CFFS) is seeking qualified Construction Surveillance Technicians to support the Defense Intelligence Agency (DIA). The role involves ensuring the security and integrity of construction sites, preventing unauthorized surveillance devices, and supporting the Construction Surveillance Detection Service operations via the CST Site Security Program (SSP).

Responsibilities

• Monitor the activities of all personnel on the SCS at all times.
• Document the construction activities of all persons on the SCS.
• Document all security incidents that occur on the SCS.
• Perform in-depth inspections of construction materials, tools, and equipment in accordance with the CSP before and after use, ensuring no tampering and identifying anomalies.
• Utilize specialized equipment such as the Non-Linear Junction Detector, Spectrum Analyzer, and Portable X-Ray machine during material inspections.
• Employ personnel trained in Technical Surveillance Counter Measures (TSCM) equipment during material inspections.
• Conduct material inspections under the direction of the SSM.
• Identify anomalies and variances between finished construction work and official project construction plans.
• Perform close‑in/seal‑in inspections per the CSP, SSM, and SSC direction.
• Execute access control functions, including personnel and bag searches, preventing the entry of unauthorized persons, materials, and equipment.
• Carry out opening and closing procedures of the SCS daily as directed by the SSM.
• Be prepared for 24/7/365 operations; hours and shifts may change to meet mission requirements.
• Work at multiple locations within the National Capital Region.

Required Qualifications / Experience

• Active TS/SCI security clearance; willingness to obtain a CI polygraph before employment.
• Minimum of five years of construction experience or equivalent security experience, including at least two years of direct SCIF construction or physical security experience.
• Knowledge and application of the 16 standard divisions of construction.
• Valid certificate indicating completion of a 40‑hour or greater CST Training Course.
• Ability to perform physical tasks such as standing, sitting, bending, walking, kneeling, and other related activities for extended periods.
• Knowledge of IC and DoD classification guidelines and procedures covered by ICD/ICS‑705.
• Experience working within construction trades (e.g., electrician, plumber, carpenter).
• Flexibility to work at multiple sites within the National Capital Region.

Compensation & Benefits

The hourly rate for this position is $49.09 per hour (up to 40 hours per week). This includes a base hourly rate of $44 plus $5.09 per hour for Health & Welfare, in compliance with Service Contract Labor Standards (SCLS).
