Job summary

The City of Indianapolis & Marion County is seeking a seasoned administrator to oversee the Bureau of Construction Services (BCS). You will lead inspection and enforcement, ensure compliance with building codes and local ordinances, and function as ERLT lead for on-call emergency demolition operations.

Strong policy development and cross-bureau collaboration are essential. Ideal candidates hold a bachelor’s degree in business/public administration with ICC Building Official certification, plus

Qualifications

• This position requires leadership of the Bureau of Construction Services and its staff.
• Strong knowledge of building codes, local ordinances, and safety procedures.
• Experience in policy development, procedures, and inter-bureau coordination.
• Ability to manage emergency responses and lead ERLT during incidents.
• Excellent verbal and written communication with diverse stakeholders.

Responsibilities

• Oversee day-to-day operations of the Bureau of Construction Services.
• Lead BCS management team and supervise the BCS Manager.
• Identify opportunities to improve inspection and enforcement processes.
• Develop and implement policies and standard operating procedures.
• Coordinate with other bureaus and agencies on cross-cutting issues.
• Lead ERLT responses and schedule on-call leadership for emergencies.
• Interact with legal counsel, city authorities, and external partners.
