The Construction Project Manager i s responsible for the project/construction management in the planning, design, construction, and operation, for capital broadband projects. Is also the leader of their assigned project(s) and has the ultimate responsibility for the project budget, meeting project timelines, customer expectations, managing the project team and interfacing with the customer.

The salary range for this position is $84,012.24 - $113,416.58per year with a hiring range of $84,012.24 - $98,714.41,depending on qualifications and experience. This opportunity will be available to applicants until May 21, 2025, at 12:00 P.M. M.S.T.

Essential Functions:

  • Conduct and coordinate daily construction management discussions, coaching, problem/conflict resolutions for active and future projects. In addition, establishes, monitors, and updates construction resource and project schedules, scopes and budgets while constantly communicating status/approach to internal and external team members and division managers.
  • Monitor project progress and success while developing correction strategies when necessary
  • Participates in long-term and current project planning for broadband infrastructure.
  • Coordinates capital projects with other City staff, local, state, and federal governmental agencies, contractors, and the public.
  • Provides technical and engineering assistance with capital projects. This includes determining Right of Way and easement and associated permits.
  • Coordinate bidding for advertisement and oversees the bid advertisement and contractor selection process
  • Develops conceptual, preliminary, and final cost estimates.
  • Monitor construction and inspection progress. Responsible for preparation of project records including daily reports, project status, pay item documentation, construction problems and proposed solutions; and approves changes as necessary.
  • Provide technical assistance in coordinating the activities of consulting engineers; review and approve the development of plans and specifications for the associated construction projects and equipment.
  • Performs construction observation and administration duties to ensure budget, quality, contract and schedule compliance.
  • Provides input regarding surveying and materials testing during design and construction.
  • Advises the City regarding unforeseen construction problems and negotiates change orders with contractors or consultants.
  • Supervises and ensures completion of as-built construction plans by contractors and consultants.
  • Prepares purchase orders and other project correspondence, reviews and approves contractor pay estimates, and assists City staff during emergency operations.
  • Coordinate the scheduling of relocation and the installation of new utilities with utility companies.
  • Support and may take lead in resolving disputes with contractors and in the settlement of claims by or against contractors, as necessary.
  • Manage the project construction budget and tracks budget status; reviews, prepares, and processes payments to contractors; manages change orders and other construction related payments.
  • Prepare reports necessary for progress payments and project status.
  • Prepare punch lists of inadequate items, ensuring they are replaced or repaired prior to issuance of initial acceptance.
  • Ability to travel and conduct business throughout the Pulse service area.

Other Job Functions:

  • Provides guidance to support staff in the collection of field information and design work.
  • Advises the City on recommended design or specification changes for ease of construction or technical correctness.
  • Assists in the preparation of capital budget.

Job Level and Management Expectations:

  • This position has no supervisory or Management Responsibilities.

Qualifications:

Education:

  • Required: 4 Year/Bachelor's Degree in Civil Engineering, Construction Management, or related field.

Experience:

  • Required: 2 Years experience at the level of project engineer or project manager.
  • Preferred: Some utility experience in the specified field (water, wastewater, electric, broadband engineering or telecom)

Certifications:

  • Must possess a valid driver's license.
  • Project Management Professional (PMP) or Certified Construction Manager (CCM) certification is desirable.

Knowledge, Skills, and Abilities:

  • Requires ability to prepare specifications and project cost estimates, and ability to work and communicate with workers in various fields such as architecture, engineering, building trades, contractors, subcontractors, regulatory agencies, and citizen groups.
  • Ability to communicate diplomatically and effectively with coworkers, private industry representatives, technical consultants, and the general public.
  • Knowledge of design and construction process of municipal projects, building codes, and project related regulations and procedures.
  • Ability to independently and creatively solve problems encountered during construction. Ability to handle difficult situations with patience and good judgment
  • Requires ability to prepare specifications and project cost estimates, and ability to work and communicate with workers in various fields such as architecture, engineering, building trades, contractors, subcontractors, regulatory agencies, and citizen groups.
  • Ability to communicate diplomatically and effectively with coworkers, private industry representatives, technical consultants, and the general public.

Physical Demands and Working Conditions:

  • Frequent: Minimal physical effort typically found in clerical work. Primarily sedentary, may occasionally lift and carry light objects. Walking and/or standing as needed and minimal
  • Frequent: Light to moderate physical effort that includes frequent standing or walking or maintaining arms and hands in the same position for repetitive tasks. Frequently works with light objects and light hand tools.
  • Occasional: Moderate to considerable physical effort that includes working from ladders in awkward positions. Frequent use of light or medium weight objects (e.g., 25-50 lbs) and use of medium weight tools.
  • Frequent: Exposure to routine office noise and equipment.
  • Frequent: Exposure to heat and noise along with working outside in the elements.
  • Occasional: Exposure to hazards typically found in general office environments where there is rarely to no exposure to injury or accident.
  • Occasional: Exposure to hazards that are predictable or well protected against.

Additional Working Demands / Conditions

  • Incumbent is subject to call-back work and must be capable of responding to emergency situations upon short notice. May be required to be available by cellular phone 7 days a week. Incumbent must be able to respond within 30-minutes when called.
