Job description

Job Title: Construction Project Engineer 3 Job Description

The Construction Project Engineer 3 serves as a key technical and documentation specialist on large, complex construction projects. This role applies engineering theory and principles to industrial layout and construction activities while leading comprehensive construction document control, turnover, and closeout processes. The position combines traditional project engineering responsibilities with advanced document management, ensuring that drawings, specifications, RFIs, submittals, commissioning records, and turnover packages are accurate, complete, and audit-ready to support successful construction, commissioning, and operational handover.

Responsibilities
  • Apply engineering theory and principles to problems related to industrial layout, construction activities, and manufacturing production processes.
  • Create engineering sketches and drawings and accurately read and interpret blueprints, technical drawings, schematics, and computer-generated reports.
  • Study time, motion, methods, and speed involved in maintenance, production, and other operations to establish standard production rates and improve efficiency.
  • Interpret engineering drawings, schematic diagrams, formulas, and project documents and confer with engineering staff and project leadership to determine quality and reliability standards.
  • Review worker logs, product processing sheets, specification sheets, and related records to verify adherence to quality assurance specifications and project requirements.
  • Assist in planning work assignments in alignment with worker performance, machine capacity, production schedules, and anticipated delays to support efficient project execution.
  • Prepare charts, graphs, diagrams, and other visual tools to illustrate workflow, routing, floor layouts, material handling, and machine utilization in support of construction and operational planning.
  • Observe workers using equipment to verify that equipment is operated and maintained according to quality assurance and safety standards.
  • Observe workers operating equipment or performing tasks to determine time involved and fatigue rate using timing devices, and use this data to inform process improvements.
  • Evaluate collected data and write clear, detailed reports to validate adherence to existing standards or indicate deviations that require corrective action.
  • Begin each day by reviewing document-control dashboards, turnover trackers, and outstanding action items to identify overdue submittals, RFIs, drawings, O&M manuals, commissioning records, and closeout deliverables.
  • Prioritize critical documentation required to support ongoing construction activities, commissioning milestones, and upcoming turnover dates.
  • Coordinate throughout the day with Construction Managers, Project Engineers, General Contractors, subcontractors, design consultants, commissioning teams, and Operations to collect, review, organize, and track project documentation.
  • Maintain and update document registers, manage document revisions, verify document accuracy, and ensure information is properly uploaded and stored within project repositories and electronic document management systems.
  • Track turnover and closeout documentation, identify gaps and missing deliverables, and follow up with stakeholders to secure complete and compliant records.
  • Review O&M manuals, as-built drawings, testing and commissioning reports, warranty packages, training records, and other turnover‑critical documents for accuracy and completeness.
  • Support quality reviews of project documentation, ensuring records are complete, current, correctly classified, and audit‑ready.
  • Communicate regularly with project stakeholders to resolve documentation issues, maintain progress toward commissioning and turnover milestones, and ensure Operations receives complete and accurate project records at handover.
  • Actively manage submittals, RFIs, drawings, plans, revisions, approvals, and outstanding deliverables rather than only uploading documents, ensuring traceability and timely processing.
  • Identify documentation gaps before they become turnover risks and work proactively with the project team to close those gaps.
  • Contribute to process improvements by bringing organization and discipline to document workflows, improving tracking mechanisms, and helping maintain an accurate and auditable project record.
  • Support broader project controls activities, including scheduling, change management, and quality management, by providing accurate and timely documentation.
  • Measure success through the accuracy, completeness, traceability, and timely delivery of project documentation that supports successful commissioning, turnover, and operational acceptance.
Essential Skills
  • At least 5 years of experience in construction document control and electronic document management systems, including managing drawings, submittals, RFIs, revision control, document workflows, and project records.
  • Hands‑on experience using electronic document management systems such as Procore, ProjectSight, SharePoint, Common Data Environments (CDEs), or similar platforms.
  • Minimum 3 years of experience managing turnover, closeout, and technical documentation, including O&M manuals, as‑built drawings, commissioning records, warranties, training documentation, and closeout deliverables for large construction projects.
  • Minimum 3 years of experience working with construction documentation, specifications, and project controls, including drawings, RFIs, submittals, change orders, document registers, and project trackers while ensuring compliance with contractual documentation requirements.
  • 57 years of overall experience in engineering, construction project support, document control, project controls, construction administration, engineering records, or related roles.
  • Ability to make sketches, engineering drawings, and common engineering computations with a high degree of accuracy.
  • Strong ability to read and interpret blueprints, technical drawings, schematics, and computer-generated reports.
  • Previous experience with computer applications and software related to the engineering field, such as Computer‑Aided Design (CAD).
  • Excellent verbal and written communication skills to interact effectively with diverse project stakeholders and produce clear documentation and reports.
  • Strong analytical and problem‑solving abilities to evaluate data, identify deviations, and recommend corrective actions.
  • High level of organization and attention to detail, with the ability to manage large volumes of technical documentation and maintain accurate records.
  • Proven ability to coordinate across multiple stakeholders, including construction teams, consultants, and operations, to collect and validate documentation.
  • Bachelors degree in engineering.
Additional Skills & Qualifications
  • Experience supporting large‑scale data center, mission‑critical, industrial, infrastructure, or commercial construction projects is highly preferred.
  • Background in project management, construction management, document control management, and project coordination within construction environments.
  • Demonstrated creativity in developing solutions to documentation, workflow, and process challenges.
  • Strong team player who collaborates effectively across disciplines and maintains productive working relationships.
  • Detail‑oriented mindset with the ability to spot inconsistencies, documentation gaps, and potential turnover risks early.
  • Familiarity with quality management, project controls, scheduling, commercial and change management, and broader construction management practices.
  • Experience with Bluebeam and Primavera P6 is beneficial, particularly for candidates with scheduling or advanced document review responsibilities.
Work Environment

This role is based on‑site in Phoenix and supports large‑scale, complex construction projects with exposure to multiple disciplines, contractors, consultants, and project stakeholders. The position follows a full‑time schedule of approximately 40 hours per week. The work is performed in an active construction environment that requires consistent attention to safety and adherence to site protocols. The workspace includes use of standard office and project tools, such as a monitor, keyboard, headset, mouse, and laptop running project‑related software, including electronic document management systems and, where applicable, Bluebeam and Primavera P6. The role involves regular interaction with construction teams in the field and participation in site walks and meetings, making safety equipment and appropriate attire essential. Required personal protective equipment includes a Class 2 safety helmet, Class 2 or higher safety vest, cut and impact resistant gloves, ANSI Z87.1 or higher safety glasses or visor, and composite toe work boots made of leather or leather alternative that extend at least 4 inches above the ankle. A Class 2 or higher reflective jacket suitable for cold and wet weather is also required when conditions demand. The environment offers visibility into the full project lifecycle from active construction through commissioning, turnover, and closeout and provides opportunities for professional development in quality management, project controls, and construction management. The culture values ownership, accuracy, and timely documentation, with strong recognition for individuals who bring organization, discipline, and process improvements to project workflows.
