Job summary

AppleOne Employment Services is seeking a Certified Payroll Specialist in Fresno, CA to manage prevailing wage and Davis-Bacon compliance across complex construction projects. You will review subcontractor payroll reports, prepare certified payroll submissions, and file through DIR and LCP Tracker while coordinating with project teams.

The position is direct hire, full-time with benefits including 401(k), medical, dental, vision, and PTO.

Qualifications

• 6 to 10 years of payroll, certified payroll, or wage compliance experience.
• Strong knowledge of California Prevailing Wage laws and Federal Davis-Bacon requirements.
• Experience with certified payroll reporting for construction, public works, infrastructure, or industrial projects.
• Familiarity with DIR submissions, LCP Tracker, DAS 140, DAS 142, and related compliance documentation.
• Ability to review subcontractor payroll reports for accuracy, completeness, and regulatory compliance.
• Strong attention to detail, organization, follow-through, and documentation accuracy.
• Professional communication skills with the ability to work effectively with project managers, subcontractors, and compliance partners.
• Proactive problem-solving skills and the ability to manage deadlines in a project-driven environment.

Responsibilities

• Review subcontractor certified payroll reports for compliance with project requirements and federal, state, and local wage regulations.
• Prepare accurate in-house certified payroll reports using applicable payroll and compliance software.
• Submit certified payroll reports through required compliance platforms, including DIR and LCP Tracker.
• Prepare pre-job compliance documents, including DAS 140 and DAS 142 forms.
• Advise project managers on prevailing wage compliance, subcontractor requirements, and required documentation.
• Coordinate with subcontractors, third-party compliance firms, and internal teams to resolve payroll RFIs, audit findings, and noncompliance issues.
