Job summary

ENGICON CM seeks a seasoned Construction Manager II to drive strategic and operational support for CM and Inspection teams. The role emphasizes horizontal infrastructure delivery, contract management, and continuous process improvement within a public agency context, with an in-office position but potential hybrid

Qualifications

  • Requires minimum 10 years in construction management of horizontal infrastructure projects.
  • Licensed professional or CCM certification.
  • Education in Architecture, Civil Engineering, Construction Management, or related field.
  • Strong communication skills, both oral and written.
  • Ability to work independently and manage multiple tasks.

Responsibilities

  • Conduct structured onboarding sessions for Construction Managers and Inspectors to ensure consistent understanding of PMD III requirements.
  • Identify training gaps and recommend onboarding, technical training and professional development improvements.
  • Provide mentoring to County staff and consultants to promote consistency in best practices.
  • Support staff alignment, including project and inspector assignments and portfolio performance reporting.

Public Works, Project Management Division III, is seeking an experienced Construction Manager II to provide strategic and operational support to the Construction Management (CM) and Inspection teams to improve consistency, strengthen construction management practices, enhance staff development, and support continuous improvement of business processes and project delivery. The Consultant shall work collaboratively with Division Management, Section Heads, Unit Heads, Construction Managers, and Inspectors to evaluate existing workflows, identify opportunities for improvement, and assist with the implementation of standardized procedures, training initiatives, and best management practices.

The Consultant shall possess demonstrated experience in horizontal public works construction, including Greenbook, Caltrans construction practices, construction administration, inspection, contract management, and public agency project delivery.

CM / Inspector On-Boarding & Assignment Alignment
  1. Conduct structured on-boarding sessions with newly assigned CMs and Inspectors, ensuring consistent understanding of PMD III requirements and how they apply to construction delivery.
  2. Identify training gaps and recommend improvements to onboarding, technical training, and professional development.
  3. Provide mentoring and guidance to County staff and consultant personnel to promote consistency in construction management best practices.
  4. Support management and supervisors with staff alignment, including project and inspector assignments, program staffing coordination, and interpretation of portfolio and performance reports.
Process Improvement & Operational Assessment
  1. Assess current construction management workflows, procedures, and business practices for all of infrastructure construction management (multiple sections).
  2. Identify process gaps, inefficiencies, and opportunities to improve consistency, communication, and project delivery.
  3. Develop recommendations for standardized procedures, guidance documents, checklists, templates, and best practices.
  4. Evaluate coordination between County staff, consultants, project sponsors, and stakeholders to improve project execution.
On-Going Portfolio Reviews & Reporting
  1. Lead recurring construction portfolio reviews with Unit Heads and Project Controls, covering schedule performance, budget status, change management, risk items, and upcoming milestones.
  2. Prepare summary reports, dashboards, and briefing materials for Section Head and Division-level reviews.
  3. Perform focused data checks and analyses in advance of key meetings (e.g., Board of Supervisors, Metro, Caltrans, strategic delivery partners, or sponsor report-outs), prioritizing projects that are upcoming, high-risk, or strategically significant.
  4. Identify recurring trends, lessons learned, and opportunities for continuous improvement.
Other On-Going Section Support
  1. Serve as an independent resource to provide objective observations and recommendations regarding construction management best practices and operational effectiveness.
  2. Facilitate communication and resolution of procedural issues between project teams and management.
  3. Perform special assignments, operational reviews, and targeted analyses as requested by the Section Heads.
  4. Facilitate clarification of roles, responsibilities, and handoff processes with sponsor divisions, including transitions between Project Managers and CM & Inspection at construction start and closeout.
Qualifications
  • Minimum 10 years of construction management experience managing horizontal infrastructure projects.
  • Licensed professional or Certified Construction Manager (CCM).
  • Education background in Architecture, Civil Engineering, Construction Management, or related field.
  • Effective oral and written communication skills.
  • Ability to independently complete assignments.
  • Ability to develop and maintain logs.
  • Ability to interpret contract plans and specifications, including other agency permits.
  • Ability to effectively facilitate project team and client meetings.
  • Ability to effectively monitor and coordinate project activities with the various project stakeholders.
  • Ability to adapt and respond effectively to project issues and challenges.
  • Knowledge of the Greenbook or Caltrans specifications.

Position is full-time in office but hybrid schedule may be acceptable.
