Job summary

Index Analytics seeks an experienced CBT Training Specialist to design, develop, and deliver computer-based training for federal healthcare programs. You will craft learner-centered content using Articulate 360/Storyline 360, ensuring accessibility and Section508 compliance, and supporting LMS delivery and tracking.

You will collaborate with program stakeholders and SMEs to identify requirements, build engaging training products, and continuously improve materials for adoption and performance.

Qualifications

  • Requires U.S. citizenship or authorization to work in the U.S. and ability to obtain government badge.
  • Minimum of four years of relevant experience with a Bachelor's degree, or a Master’s degree with at least two years of experience; four years of specialized experience may substitute for a Bachelor's.
  • Proficiency in Articulate authoring tools, with a strong focus on Storyline360.
  • Experience creating Section508 compliant materials.
  • Familiarity with ADDIE and instructional design best practices.
  • Strong verbal and written communication skills; ability to explain complex concepts clearly.
  • Ability to translate technical information into engaging, accessible content.
  • Experience with LMS delivery and tracking.

Responsibilities

  • Ensure accessibility: captions, alt text, screen reader order.

  • Create engaging slide designs, infographics, and templates.
  • Build learner-centered knowledge checks and activities.
  • Conduct peer reviews and provide feedback on scripts and design.
  • Present modules to team/SMEs for feedback and direction.
  • Update and maintain modules as needed.
  • Evaluate training effectiveness and suggest improvements.
  • Work with LMS to upload, manage, and track courses.

POSITION OVERVIEW

We’re looking for a CBT Training Specialist to support the design, development, delivery, maintenance, and continuous improvement of computer-based training and eLearning materials for federal healthcare programs. This role will assess training needs; develop learner-centered content using tools such as Articulate 360/Storyline 360; and create practical training aids, curricula, scripts, assessments, scenarios, knowledge checks, and accessible learning materials that help users understand systems, processes, data, and operational workflows.

The CBT Training Specialist will work closely with program stakeholders, subject matter experts, product teams, and end users to identify training requirements, apply instructional design best practices, and build engaging training products that support adoption, knowledge transfer, and performance improvement. This position requires strong facilitation, instructional design, communication, analytical, accessibility, and quality review skills, with the ability to translate complex business and technical information into clear, engaging, Section508-compliant training content and support LMS-based course delivery and tracking.

KEY RESPONSIBILITIES
  • Collaborate with the team, assuming responsibility to create and adapt learning content for diverse audiences and various eLearning formats.
  • Develop modules using Articulate360 products, mainly Storyline360 including interactive simulations.
  • Incorporate accessibility into modules, including closed captions, alt text, and screen reader focus order.
  • Coordinate with subject-matter experts (SMEs) to gather information for modules.
  • Apply Instructional Design models utilizing ADDIE and Blooms Taxonomy to develop and implement module structures and content.
  • Use a combination of source materials and content-gathering meetings to write voiceover scripts, distilling technical, complex information into well-organized, easily digestible material.
  • Create effective, aesthetically pleasing presentation/slide designs, infographics, templates, etc. Incorporate branding guidelines.
  • Build creative, engaging learner-centered knowledge checks and activities.
  • Conduct peer reviews. Perform testing and provide valuable feedback regarding script and text, audio, design, functionality, and user friendliness.
  • Present eLearning modules at various stages of development to the team/SMEs/stakeholders to garner feedback, assess progress, or shift direction as needed.
  • Update and maintain modules as required.
  • Assist in the evaluation of training effectiveness and provide recommendations for improvements.
  • Work with Learning Management Systems (LMS) to upload, manage, and track courses, ensuring a seamless experience for learners.
  • Write team documentation, detailing eLearning processes, procedures, checklists, and guides.
Qualifications
  • US citizen or authorized to work and lived in the U.S. for 3 of the last 5 years. Must be able to obtain a U.S. Federal government client badge and pass a government Public Trust.
  • Requires a minimum of four (4) years of relevant experience with a Bachelor’s degree, or a Master’s degree with at least two (2) years of experience. Four (4) years of specialized experience may be substituted for a Bachelor’s degree.
  • Proficiency in Articulate authoring tools, with a strong focus on Storyline360
  • Experience creating Section508 compliant materials
  • Familiarity with graphic design principles and ADDIE best practices
  • Strong verbal and written communication skills, with the ability to explain complex concepts in a clear and concise manner

  • Experience working in an Agile, federal consulting, healthcare, or government contracting environment is a plus.
  • Prior experience with Centers for Medicare & Medicaid Services or other government agencies is a plus.
