Qualifications

  • 9+ years web frontend development experience (HTML/CSS/JavaScript).
  • 8+ years in architecture/design with micro-frontend modern stack.
  • 6+ years leading a team of developers/architects.
  • 4+ years working with cloud technologies.
  • 2+ years leading medium to large scale projects.
  • 2+ years using AI coding assistants like GitHub Copilot.

Responsibilities

  • Research frontend architecture trends and implement modern patterns.
  • Draft UI designs and navigation flows; ensure UX best practices.
  • Lead the development of a standardized frontend framework with reusability.

ABOUT THE Division
General description

The Texas Comptroller's Office is looking for an experienced and eager individual to join our Administrative Applications Section within the Information Technology Division. The ideal candidate is passionate about learning new technology and tools to create innovative applications used by internal and external users. You will be involved in working with our internal and external stakeholders in an agile environment to understand business needs and designing solutions adopting the industry best practices; programming the software solutions with unit testing; leading small to medium size technology projects and innovations; research modern technology & tools; recommend scalable software solutions; work with the DevOps team to enable pipelines; follow entire Software Development Lifecycle from inception to deployment, following an Agile development methodology; guide/mentor junior team members; and provide maintenance and post-production support.

Our Senior Frontend Developer, specializing in the Microsoft .NET stack, is a senior technical leader responsible for the comprehensive design, development oversight, and technical strategy of software applications. This role ensures that all Administrative Application's .NET-based solutions are scalable, secure, high-performing, and aligned with enterprise standards and business objectives. This individual will be leading a team of architects and developers to create standardize framework and pattens to be used in all modernized applications created on the new platforms.

Work Hours

Work hours are 8:00AM to 5:00PM, 40-hour week, Monday to Friday. Occasionally work non-standard work hours, overtime and/or additional hours. Hours may change based on business need.

Teleworking may be considered if certain working conditions are met.

The candidate must have permanent residency within the state of Texas and must be able to meet office requirements, which can vary among different sections (i.e., report to office 1 day/month, 3days/week, etc.). Travel reimbursements are not provided for teleworking.

Qualifications - External
Minimum Qualifications
  • Graduation from an accredited four-year college or university with a bachelor's degree in Computer Science or an Information Technology related field.
  • Nine (9) years of experience in web application development with HTML, CSS, JavaScript technology based frontend development.
  • Eight (8) years of hands‑on work experience in application architecture and design with micro-frontend based modern technology stack and implementing from start to completion.
  • Six (6) years of experience with leading a team of developers and architects
  • Four (4) years of work experience using Cloud technologies.
  • Two (2) years of work experience leading medium to large scale projects.
  • Two (2) years of experience using AI based coding assistant tools like GitHub CoPilot.
Preferred Qualifications
  • Nine (9)+ years of work experience using a structured Software Development Life Cycle methodology for software development and maintenance.
  • Nine (9) years of experience with designing and architecting the web applications related to Microsoft.NET environment (.NETCore, C#, HTML, CSS, REACT, JavaScript, Typescript, Micro-frontend, Vite, Module Federation, Webpack, Redux) with databases like MongoDB, SQL Server and/or DB2.
  • Nine (9) years of experience using Frontend Testing tools for Unit and integration testing
  • Nine (9) years of experience in CICD and DevOps methodology as a developer.
  • Five (5) years of experience with Continuous Integration and Continuous Development tools preferably Jenkin, BitBucket, SonarQube, Git, checkmarx
  • Five (5) years of experience implementing complex applications security requirements.
  • Five (5) years of hands‑on experience working with databases and how to query results.
  • Four (4) years of work experience in designing frontend application with Linux environment.
  • Four (4) years of hands‑on work experience with Amazon Web Services Cloud technologies
  • Two (2) years of experience with using AI with software development to increase efficiencies.
Substitution

One (1) additional year of experience in web application development work may substitute for (30) thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).

Licenses/Certifications (Preferred)

Scrum Developer certification from an accredited organization

In This Role You Will
  • Researches industry trends to evaluate frontend architecture and patterns to implement CPA’s modern technology initiatives; creates proof-of-concepts for new solutions, presents new design ideas to the management and developers; works with management to get consensus on new technology direction; writes codes to create & implement efficient solutions; documents solution flows and implementation specs. Be hands‑on with technology implementation and training team members.
  • Draws UI designs and creates navigation flows using CPA approved tools, studies UX principles and applies recommendations, adopts industry best practices for User experience implementations; formulates logical descriptions of problems and implements optimum solutions; works with internal technology approval chain to receive consensus on new technology directions, leads technical projects to completion.
  • Conducts meetings to share knowledge with entire section on new frontend technology adoption and recommendations. Participates in the architecture forum to outline frontend architecture framework and own the adoption with modern projects. Leads the development of the standardized frontend technology based framework and implementation with reusability concepts.
  • Leads frontend developers and provides constant guidance to them on technical solutions during the execution of the enhancements to the system or building a new system from scratch. Executes coding in various programming languages as needed, develops standard coding standards and practices, outlines clear development norms and governance and execute them.
  • Coordinates/leads the development and execution of enterprise‑level technical strategies and technical direction, including establishing processes and procedures for executing and maintaining technology roadmaps.
  • Responds to problems in an on‑call situation 24 hours a day; Performs other related work as assigned.
