Job summary

The Texas Comptroller of Public Accounts, through TTSTC External Investments, invites applications for a Portfolio Manager to perform asset management, market research, due diligence, and preparation of Investment Committee materials.

Qualifications

  • Graduation from an accredited four-year college or university with major coursework in finance, accounting, engineering, mathematics, business administration, or a related field.
  • Seven (7) years of total investment experience, preferably at an endowment, foundation, OCIO firm, family office, pension, fund of funds, investment bank, consulting firm, or a similar organization allocating capital to external investment managers.

Responsibilities

  • Support the CIO and Head of Public Equity by driving diligence on new investments and monitoring existing strategies in global equity portfolios.
  • Demonstrate awareness of public equity markets and macroeconomic trends; contribute to bespoke research projects that support investment decisions.
  • Source, screen, evaluate and perform qualitative and quantitative analysis on investments related to global public equity strategies.
  • Prepare comprehensive investment diligence memos and present recommendations to the Investment Committee.
  • Regularly communicate with investment managers and maintain relationships to uphold TTSTC's brand and reputation.
  • Maintain and update documentation in internal systems for supporting investment recommendations and provide ad hoc analysis.
  • Participate in internal meetings and coordinate discussions with external consultants on markets and strategic plans.
  • Negotiate investment management terms and conditions with managers.

About TTSTC

The Texas Treasury Safekeeping Trust Company (TTSTC) is a special-purpose entity that manages, safeguards, and invests public funds and securities belonging to the state of Texas, its agencies and local political subdivisions of the state. TTSTC's special-purpose entity status provides the Comptroller's office direct access to specialized investment services and programs enabling the Comptroller to achieve the highest return at the lowest cost to the state.

General Description

Join TTSTC External Investments team as Portfolio Manager! This role performs asset management, market research, due diligence, investment monitoring, and preparation of Investment Committee and Board materials for investments in public equity markets. Work involves researching, analyzing, and evaluating fund investments and other investment information to implement approved investment policies and programs.

Work Hours

Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination.

This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.

Minimum Qualifications
  • Graduation from an accredited four-year college or university with major coursework in finance, accounting, engineering, mathematics, business administration, or a related field.
  • Seven (7) years of total investment experience, preferably at an endowment, foundation, OCIO firm, family office, pension, fund of funds, investment bank, consulting firm, or a similar organization allocating capital to external investment managers.
Preferred Qualifications
  • MBA, MSF, JD or other relevant graduate degree.
  • Experience in public equity and directional hedged equity investments.
LICENSES / CERTIFICATIONS
  • Chartered Financial Analyst (CFA); Chartered Alternative Investment Analyst (CAIA) are preferred.
  • A valid Texas (or state of residency) driver's license and a satisfactory driving record are a condition of employment. Applicants offered an interview must present the following documents at or before the interview: A state issued driving record for the last 36 months; valid Texas driver's license (or state of residency driver's license); and current proof of automobile insurance.
General Duties & Responsibilities
  • Support the CIO and work under the general direction of the Head of Public Equity by helping drive diligence on new investments and routinely monitoring existing strategies in the global equity and directional hedged equity portfolios.
  • Demonstrate an ongoing awareness of public equity markets and macroeconomic business cycles and trends, while contributing to or leading bespoke research projects that support investment management decisions.
  • Source, screen, evaluate and perform qualitative and quantitative analysis on investments related to global public equity and directional hedged equity strategies.
  • Prepare comprehensive investment diligence memos and present recommendations to the Investment Committee.
  • Regularly communicate with investment managers (in-person meetings or via calls), and foster relationships in a manner that upholds the Trust Company's brand and reputation.
  • Maintain and update documentation held in internal systems and databases for supporting investment recommendations, providing ad hoc written and oral analysis as requested.
  • Participate in internal team meetings and coordinate ongoing discussions with external consultants regarding markets and the development of strategic investment plans.
  • Recommend and assist with negotiation of investment management terms and conditions related to investment managers.
Prospective Portfolio Relationships
  • Assists the CIO and the Head of Public Equity in development of opportunistic/tactical or strategic investment themes and other related initiatives.
  • Experience with developing, evaluating and communicating investment strategies specifically in global public and directional hedged equities.
  • Lead investment due diligence on prospective opportunities, including qualitative and quantitative analysis of investment strategy, process, portfolio construction, organization, and performance.
  • Prepare reports and analysis needed to recommend sizing and allocation decisions within public equity portfolios.
  • Broad knowledge of risk management best practices used within public equity portfolios.
  • Ability to provide research and leadership related to performance attribution measurement of investments.
  • Initiate and coordinate communication between external managers and the custodian, consultants, administrators, service providers and the Trust Company's internal teams in Legal, Risk and Accounting.
General Research And Analysis & Personal Development
  • Assist Portfolio Managers and the CIO with developing opportunistic and strategic investment themes, areas of focus, special projects, and prepare associated reports and presentations for consideration.
  • Represent the organization at industry conferences and manager annual meetings, fostering relationships and upholding TTSTC's brand and reputation.
  • Read macroeconomic, microeconomic, financial, general business, and geopolitical research and analysis.
  • Participate in internal and/or external training and development opportunities.
