About The Division

The mission of the Operations & Support Legal Services (OSLS) Division is to provide legal counsel to the Texas Comptroller and to ethically and efficiently serve Comptroller customers by providing assistance, seeking solutions and applying the laws and regulations in a fair and consistent manner.

Work Hours

Monday through Friday, 40 hours a week with occasional evening, weekend hours and holidays. Hours may change based on business need.

Qualifications

  • Graduation from an accredited four‑year college or university with a bachelor’s degree.
Experience
  • Five (5) years of combined experience working for a state agency, law office and/or legal department or managing programs to comply with state laws.

Summary of Physical Requirements

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Marginal or corrected visual and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers. The individual must be able to lift, pull, physically handle, and transport records, documents, boxes, and all related information, weighing up to 30 pounds when required. The individual must be able to sit for long periods of time when commuting to and from assigned destination. Some telework may be authorized depending on the business needs of the agency, but the job does require in‑office attendance on a regular basis.

In this role you will:
  • Coordinate and conduct specialized research on fiscal, administrative, or program functions relating to the needs of the Operations & Support Legal Services (OSLS) Division. Manage and coordinate the development of the Division Business Plan, Risk Assessment, Continuity of Operations Plan, and similar high‑level documents, plans, and reports. Develop and monitor schedules of due dates for various division deliverables.
  • Prepare reports, maintain files, and organize division documents. Provide legal support to the General Counsel. Prepare the division’s bi-weekly status report by gathering input from division managers and compiling the report. Review, proofread and edit documents.
  • Perform legislative liaison duties for the division. Review bills. Assign bills for analyses. Coordinate the development and submission of bill analyses. Coordinate legislative training.
  • Manage division programs and projects, including developing organizational systems to ensure projects and programs are completed in a timely manner. Manage the division library of Vernon’s Texas Statutes. Receive updates via mail to the statutes (pocket parts) and inserts pocket parts into the statute books of the division library to maintain currency. Maintain accurate records, track assignments, and monitor status of activities. Provide legal support to other Sections in the division on high‑level projects to help meet the business needs of the agency.
  • Prepare updates for the division intranet site. Assist the division budget manager and serve as back‑up for procurement, budget, and personnel tasks. Prepare financial documents as needed.
  • Perform other related duties as assigned.
