Performs complex computer systems analysis and hands-on full-stack application development work for the CTO organization supporting enterprise modernization and AI innovation initiatives. Work involves coding, testing, implementing, integrating, enhancing, and maintaining modern web applications, reusable components, APIs, databases, cloud-ready services, AI-enabled application features, and agent-based capabilities. Serves as a hands-on full-stack developer responsible for building secure, accessible, reliable, and maintainable digital solutions that support legacy application modernization, business process automation, integration with enterprise systems, and responsible use of approved AI capabilities. Develops, enhances, and maintains modern full-stack web applications, reusable user interface components, services, and application features supporting enterprise modernization and AI innovation initiatives. Builds secure, accessible, responsive, and user-centered front-end solutions that integrate with APIs, databases, cloud services, and enterprise platforms.35%
Develops and maintains secure backend services, business logic, RESTful APIs, data access layers, and integration workflows connecting application front-ends with databases, cloud services, AI services, and enterprise systems. Supports modernization of legacy capabilities by implementing scalable, maintainable, and approved architecture patterns in collaboration with architects and senior technical staff. 25%
Contributes to the development and support of AI-enabled and agent-based application capabilities, including chat-based interfaces, workflow agents, tool/API-calling features, retrieval-augmented generation patterns, prompt-enabled application features, and integrations with approved AI platforms. Implements solutions that are secure, auditable, reliable, and aligned with agency technology, data, and security standards under guidance from architects and senior technical staff. 20%
Evaluates application performance, identifies and resolves front-end and backend issues, improves reliability, reduces latency, supports secure coding practices, performs testing, and assists with application troubleshooting across development and production environments. 10%

Initial Screening Criteria:
Graduation from an accredited four-year college or university with major coursework in computer science, software engineering, information systems, or a related field. Experience may substitute for education on a year-for-year basis.

Additional Information:
Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.
