Job summary

Veterans Inc. is seeking a detail-oriented professional to oversee regulatory and licensing compliance for state and federal requirements related to behavioral health services in Massachusetts.

The role reports to the Senior Director of Client Services and Training and focuses on audits, CAPs, and policy development to ensure adherence to BSAS, MassHealth, and HIPAA standards. • 3–5 years' experience in healthcare, nonprofit, or governmental compliance environments.

Responsibilities

• Oversee compliance with MA BSAS and federal/state requirements governing substance use disorder and behavioral health services.
• Lead readiness for regulatory audits and surveys, respond to deficiency orders with CAPs, implement SOPs and policies.
• Monitor program operations, clinical practices, and personnel documentation to ensure compliance; coordinate corrective actions.
• Oversee incident identification, documentation, investigation, and reporting per regulatory requirements.
• Monitor compliance data supporting regulatory requirements, contracts, grants, and organizational initiatives.

Veterans Inc. Is seeking a detail oriented individual who can work in a fast paced environment.

Under the general supervision of the Senior Director of Client Services and Training, this position is responsible for oversight of compliance with requirements of the Massachusetts Executive Office of Health and Human Services (EOHHS) Department of Public Health (DPH) Bureau of Substance Addiction Services (BSAS) and MassHealth, including regulatory and licensing requirements, guidelines, reporting requirements, and applicable federal and state requirements.

ESSENTIAL JOB FUNCTIONS:

Regulatory and Licensing Compliance:

Oversee compliance with state requirements, including applicable provisions of 105 CMR 164.000, as well as SAMHSA, HHS, and other federal and state requirements governing substance use disorder and behavioral health services

Audits and Corrective Actions:

Lead organizational readiness for regulatory audits, surveys, and reviews. Respond to Deficiency Correction Orders (DC) Os with Corrective Action Plans (CAPs) in a timely manner. Support subsequent creation and implementation of Standard Operating Procedures and organizational policies to submit as corrective action evidence

Program, Clinical, and Personnel Compliance:

Monitor program operations, clinical practices, and personnel documentation to ensure compliance. Collaborate with Human Resources and clinical teams to conduct periodic audits of personnel files, credentials, training, supervision, and program documentation, as well as patient files including case notes, medication records, and other required documentation; identify deficiencies and coordinate timely corrective action

Incident, Risk, and Regulatory Reporting:

Oversee incident identification, documentation, investigation, and reporting in accordance with DPH/BSAS and organizational requirements.

Compliance Program Management and Quality Improvement:

Monitor and report compliance and performance data supporting regulatory requirements, accreditation, contracts, grants, and organizational initiatives.

QUALIFICATIONS:

• Deep knowledge of Massachusetts BSAS (105 CMR 164.000), 42 CFR Part 2, SAMHSA, and HIPAA privacy laws.
• Proven ability to conduct clinical chart audits, manage incident investigations, and implement effective Corrective Action Plans (CAPs) using EHR systems like AdvancedMD.
• Strong capability to interpret complex, shifting state and federal regulations and translate them into practical agency policies and clinical workflows.
• Proficiency with Electronic Health Records (EHR) and Practice Management (PM) software, with AdvancedMD preference.
• Strong root-cause investigation skills to manage incident reporting, analyze data trends, and identify compliance vulnerabilities.
• Outstanding written communication skills tailored for formal regulatory reporting, corrective action responses, and executive briefings.

Education and Experience Requirements:

• Minimum of bachelor's degree in healthcare administration, Public Health, Human Services, Business Administration, Public Administration, or a related field required. Master's degree in Business Administration (MBA), Public Administration (MPA), Public Health (MPH), or a related field preferred.
• Minimum of 3-5 years' experience in healthcare, nonprofit, or governmental compliance environments.
