Job summary

National Experienced Workforce Solutions (NEW Solutions) is seeking a Compliance Specialist to support Federal Cultural Resources compliance for the National Park Service under the ESP program. The role focuses on archaeological, historical, and traditional cultural properties, and involves developing and reviewing compliance documentation, programs, and agreements.

The position requires extensive experience in federal cultural resources, knowledge of preservation standards, and collaboration

Qualifications

• Minimum 20 year(s) of experience in Federal Cultural Resources Compliance OR MA/MS Degree in Archaeology with minimum additional experience of 15 year(s) in Federal Cultural Resources Compliance.
• Project management and historic architecture experience with adherence to Secretary of Interior’s Standards for the Treatment of Historic Properties.
• Experience with Windows, MS Word, MS Teams, MS Outlook, MS SharePoint, Adobe Acrobat.

Responsibilities

• Support Cumberland Island National Seashore compliance activities related to archaeological, historical, and traditional cultural properties.
• Provide authoritative recommendations on NHPA/CRM compliance work including scopes of work and planning, environment and public comment documents.
• Assist with the development of Programmatic Agreements with SHPO to define historic preservation, stabilization, and general management and prepare correspondence with SHPO.
• Review NEPA analyses and other cultural resource reports prepared by third parties, including NPS contractors.
• Serve as a member of the interdisciplinary team and develop minimum requirement analysis framework for Wilderness projects.

These experienced professionals provide administrative expertise, facilities management, natural and cultural resource planning, and a broad array of other professional skills that support the National Park Service through the Experienced Services Program (ESP).

Assist with the development of Programmatic Agreements with SHPO to define historic preservation, stabilization, and general management and prepare correspondence with State Historic Preservation Officer (SHPO). Review of NEPA analysis and other cultural resource related reports prepared by third parties, including NPS contractors. Serve as a member of the interdisciplinary team. Develop and review minimum requirement analysis framework for Wilderness projects.

Other:

• Overnight travel: 1-3 overnight trips may be required
• Air travel anticipated: 1-3 air travel trips, depending on the location of the individual selected
• Health and Safety Considerations: Training will be provided on site by Park Safety Officer
• Required Safety Gear: PPE such as hardhats and construction yellow vests, and possibly a radio
• Safety Gear Use: Provided for site visits
• Physical requirements: Work is generally performed in an office setting, with occasional field work visits. Limited travel to project sites is expected. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position.
