Job description

The Compliance Manager is responsible for ensuring CareCo operates in full compliance with the regulations governing home care in every state we serve. Because home care is licensed state by state, requirements vary considerably across our markets. You will own that regulatory landscape: establishing what each state requires, monitoring changes as they occur, and translating those requirements into clear direction our local offices can follow.

This role both builds and sustains. You will establish the programs regulators expect of us, foremost among them QAPI and emergency preparedness, and maintain them through meaningful measurement, regular review, and consistent follow-through. You will audit our offices on a recurring cycle, identify deficiencies before a surveyor does, and work with each team to resolve them.

During a state survey, you are our lead representative. You will prepare the office in advance, work alongside the surveyor throughout, and manage the plan of correction to closure. The position demands precision and persistence, and equally strong judgment with people. Compliance holds when the staff doing the work understand the reasoning behind it, not only the requirement. This role reports to Ownership and includes travel to our markets as needed.

Core Values
  • Character Always
  • Effort Everyday
  • Others First
Key Responsibilities
  • Research and document the home care licensing and operating regulations for every state we're in or entering, and maintain a clear, current reference our offices can use.
  • Monitor regulatory changes across all markets, including rule updates, new legislation, and agency guidance, and translate them into concrete policy, training, and process changes.
  • Own CareCo's QAPI program: define the measures, collect and analyze the data, run performance improvement projects, and document everything to standard.
  • Own the emergency preparedness program, including the plan itself, the risk assessment, staff training, and annual testing and exercises.
  • Audit local offices on a recurring schedule, covering client files, caregiver files, supervisory visits, training records, and incident reporting, and issue findings with clear corrective actions and deadlines.
  • Prepare offices for state surveys, support them on-site during the survey, and manage plans of correction through to closure.
  • Own the background check process end to end, and keep caregiver training records complete and current in every market.
  • Own HIPAA compliance and the incident reporting process, including how incidents are captured, investigated, escalated, and closed out.
  • Ensure we meet the terms of our payer and VA contracts, from documentation requirements to caregiver qualifications.
  • Maintain licenses, renewals, and required filings so nothing lapses.
  • Build the policies, forms, and training that make compliance the default way we work, and partner with Managing Directors so it holds up in the field.
Required Qualifications
  • Operates with the highest level of integrity. Families entrust us with the people they love most, and disciplined compliance is how we demonstrate that trust is well placed.
  • 2+ years in a compliance, regulatory, quality, audit, or licensing capacity is preferred. Related experience in healthcare, home care, or another regulated industry is welcome, and we will consider strong candidates whose background sits adjacent to this work.
  • Interprets dense regulatory language and produces clear, plain-English guidance an office can act on.
  • A strong writer. Produces policies, procedures, audit findings, and plans of correction that are precise enough to satisfy a regulator and clear enough for an office to follow.
  • Genuinely detail-oriented. Notices missing documentation, expired credentials, and gaps in a file without being prompted to look.
  • Highly organized and self-directed, with the discipline to track numerous requirements and deadlines across multiple states without external structure.
  • Comfortable working in software and spreadsheets, and building a working proficiency with AI tools.
