Job summary

Franklin Group is seeking a Compliance Administrator to act as the primary administrative gateway for new move-ins and recertifications. You will perform AI-assisted preliminary reviews, verify completeness, and route submissions to FG Compliance for formal action.

You will work with Property Operations and residents to obtain missing information and ensure accurate documentation within the system. The role requires attention to detail, strong organization, and the ability to manage high volumes

Qualifications

  • 3 years of experience in affordable housing compliance or related residential property management functions.
  • Familiarity with LIHTC, HUD, HOME, Housing Choice Voucher, and other programs is highly desirable.
  • Experience withRealPage Affordable, Yardi, or similar software is strongly preferred.

Responsibilities

  • Serve as centralized intake and administrative review point for new move-in and recertification submissions.
  • Process submissions through AI-assisted preliminary review protocol.
  • Evaluate submissions for completeness and verify required data and documentation.
  • Ensure data and documents are entered and maintained in the management system.
  • Review AI-generated preliminary results based on regulatory metadata for each property.
  • Route complete submissions to FG Compliance for formal consideration.
  • Identify missing or incorrect information and communicate requests for clarification.
  • Obtain additional documentation or clarification to complete submissions.
  • Coordinate corrections with residents and Property Operations as needed.
  • Escalate unusual questions to FG Compliance and avoid independent regulatory decisions.
  • Maintain records of submission status and communications.
  • Monitor progress and follow up to minimize delays in move-ins and recertifications.

JOB SUMMARY

The qualified candidate will serve as the primary administrative gateway between Property Operations, residents, and Franklin Group’s centralized Compliance function for new move-in and recertification submissions. Using an established AI-assisted review protocol operating outside of the residential management system, the Compliance Administrator will evaluate submissions for completeness, confirm that required data and documentation are maintained in the appropriate locations within the residential management system, and review preliminary qualification results based upon the regulatory metadata established for the applicable property. Complete and properly organized submissions that satisfy preliminary review requirements will be routed to FG Compliance for formal consideration and approval or denial. Where deficiencies or potential qualification issues are identified, the Compliance Administrator will work with Property Operations and/or residents to obtain the documentation, corrections, or clarification necessary before resubmitting the file through the AI-assisted review process.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Serve as the centralized intake and administrative review point for new move-in and recertification submissions prior to formal review by FG Compliance.
  • Process new move-in and recertification submissions through the established AI-assisted preliminary review protocol.
  • Evaluate submissions for completeness and confirm that required information, forms, verifications, and supporting documentation have been provided.
  • Confirm that required data and supporting documentation are entered, uploaded, and maintained in the appropriate locations within the residential management system.
  • Review AI-generated preliminary qualification results based upon the applicable regulatory metadata established for each property.
  • Route complete and properly organized submissions that satisfy preliminary review requirements to FG Compliance for formal consideration and approval or denial.
  • Identify missing, incomplete, inconsistent, incorrectly entered, or improperly located information and communicate clearly with Property Operations and/or residents regarding the information or action required.
  • Obtain additional documentation, corrections, explanations, or clarification necessary to complete a submission and prepare it for formal Compliance review.
  • Correct or relocate documentation within the residential management system when authorized and appropriate, or coordinate with Property Operations and/or residents to ensure required corrections are completed.
  • When the preliminary AI-assisted review identifies a potential qualification or compliance issue, communicate the specific issue as a request for additional information, correction, or clarification rather than a formal denial.
  • Ensure that no applicant, resident, move-in, or recertification is formally denied based solely upon the preliminary AI-assisted review process.
  • Resubmit corrected or supplemented files through the AI-assisted review protocol until preliminary requirements are satisfied or the matter requires escalation.
  • Escalate unusual, complex, unresolved, or potentially material compliance questions to the appropriate FG Compliance professional rather than independently deciding regulatory matters outside the scope of the position.
  • Maintain accurate records of submission status, outstanding requirements, communications, corrections, resubmissions, and routing to FG Compliance.
  • Monitor assigned submissions and proactively follow up on outstanding documentation or clarification to minimize delays in move-ins and recertifications.
  • Identify recurring submission errors, process deficiencies, and training opportunities and communicate trends to management and FG Compliance.
  • Support standardized intake procedures, checklists, workflows, communication templates, and other tools designed to improve submission quality and efficiency.
  • Protect confidential applicant and resident information and comply with established privacy, information-security, and document-handling requirements.

Salary Range is $22.00 - $26.00 per hour

The base salary range displayed represents the expected minimum and maximum compensation for this role at the time of posting. Final salary offers are determined based on multiple factors, including the candidate's relevant experience, specific skills, qualifications, and type of property.

Scope Note

The Compliance Administrator performs administrative intake, preliminary AI-assisted review, remediation, and routing functions. Formal regulatory interpretation and approval or denial of move-in and recertification submissions remain the responsibility of FG Compliance.

Preferred Skills and Qualifications
  • 3 years of experience in affordable housing compliance, property operations, leasing, recertification administration, or a related residential property management function.
  • Working knowledge of affordable housing move-in and recertification processes is strongly preferred.
  • Familiarity with LIHTC, HUD, HOME, Housing Choice Voucher, and other affordable housing programs is highly desirable.
  • Experience with RealPage Affordable, Yardi, or similar residential management software is strongly preferred.
  • Strong technical aptitude and demonstrated ability to learn and effectively use new software, AI-assisted workflows, and technology-enabled business processes.
  • Exceptional attention to detail and demonstrated ability to identify missing, inconsistent, incomplete, or improperly documented information.
  • Strong organizational and workflow-management skills with the ability to manage a high volume of submissions and outstanding items simultaneously.
  • Strong analytical and problem-solving abilities and the judgment to distinguish between administrative deficiencies and matters requiring escalation to a Compliance professional.
  • Ability to communicate documentation deficiencies, requests for clarification, and corrective actions clearly, professionally, and constructively to residents and Property Operations.
  • Excellent written and oral communication skills with a strong customer-service orientation.
  • Ability to follow standardized processes and regulatory requirements consistently while exercising appropriate judgment when unusual circumstances arise.
  • Independent, self-directed professional capable of working efficiently with limited supervision while functioning effectively within a centralized team environment.
  • Positive attitude, strong work ethic, excellent interpersonal skills, and the ability to adapt as the company continues to develop and implement best-in-class centralized operating practices.
