EDSI in Philadelphia is seeking a Community Workforce Connector who is bilingual in English and Spanish to expand access to workforce development services. This role connects job seekers, employers, and community partners to PA CareerLink services and manages participant caseloads with WIOA compliance.

  • Bilingual English/Spanish required.
  • Excellent written, verbal, presentation, customer service, and relationship-building skills.
  • Ability to travel frequently throughout the Philadelphia region; reliable transportation and a valid driver’s license preferred.
  • Experience managing workforce or community-based projects and working with WIOA programs preferred.
  • Experience facilitating workshops and building employer and community partnerships.
  • Strong project management, organizational, analytical, and problem-solving skills.

Responsibilities

  • Connect PA CareerLink services to individuals in community organizations where we are co-located.
  • Represent PA CareerLink at community events and job fairs.
  • Promote PA CareerLink services and increase community awareness through presentations to the Workforce system.
  • Complete WIOA eligibility determination, enrollment, and case management, and develop Individual Employment Plans (IEPs).
  • Provide career counseling, resume development, interview preparation, job search assistance, and career pathway guidance.
  • Coordinate referrals to training providers, apprenticeship opportunities, supportive services, vocational programs, and partner agencies; maintain active caseloads with timely follow-up.
  • Promote apprenticeship programs, OJT, and career pathway initiatives.
  • Lead assigned workforce initiatives and special projects from planning through completion.
  • Support Special Projects recruitment, orientation, and workshops.
  • Monitor participants' success during the initiative’s cohort.
  • Document all participants' outcomes in CWDS daily and ensure data tracking per PIRL guidance.
  • Complete required reports within deadlines; monitor performance metrics and recommend corrective actions.
  • Maintain organized records of WIOA and LX documents; travel to various sites.

This position requires Labor Exchange and WIOA registrations. The connector will manage participant caseloads and connect participants to employment and/or training.The Workforce Connector maintains relationships with community organizations, provides workshops and case management to Special Initiatives, and assists with project implementation, connecting qualified job seekers with employer hiring needs and performance tracking.
