Job summary

Marion County is seeking qualified individuals for Property Appraiser 1 and Property Appraiser 2 positions. The roles involve fieldwork to appraise real or personal property for tax assessment, data collection, inspections, and learning mass appraisal methods.

Property Appraiser 1 is a trainee-level position with supervision and potential for auto-promotion to Property Appraiser 2 after completing required experience, training, and certifications.

Qualifications

• Must be a qualified Registered Appraiser in Oregon per ORS 308.010.
• Eligible to take the Registered Appraiser exam within 6 months of hire.
• Two years of appraisal experience or equivalent education/training as determined by Marion County.
• Property Appraiser 2 requires at least 2 years of property appraisal experience.

Responsibilities

• Assist in the appraisal of commercial properties (land and improvements) for tax assessment by researching, inspecting, and measuring, as well as assembling market, sales and other valuation data; may also assist in the appraisal of property types industrial, rural, residential or personal property as needed.
• Independently locate, identify, measure, and photograph properties throughout Marion County and in all types of weather conditions.
• Learn to identify the three approaches to value, sales comparison approach, cost approach, and income approach, and be able to develop and utilize all three approaches for properties of low complexity.
• Respond to property owners’ concerns & questions in the field and in the office; May testify in Board of Property Tax Appeals hearings.
• Locate and identify properties within assigned geographic areas; conduct field inspections of commercial and other assigned properties to collect, verify, and document property characteristics.
• Appraise land, new construction, existing improvements, and other property using the cost, income, and sales comparison approaches to value, as applicable.
