Job Summary

Hybrid work schedule available, up to 50% telework depending on business needs. Telework can be outside of the State of Minnesota if the candidate lives in a state bordering Minnesota and lives 50 miles or less from the primary work location. Primary work location will be the Golden Rule Building in St. Paul.

The Minnesota Department of Commerce regulates the insurance industry in Minnesota to protect consumers and to ensure a fair and competitive marketplace. This position completes detailed analyses of various types of insurance products to ensure compliance with all relevant state and federal laws. This position collaborates with Commerce divisions including, insurance, enforcement, market conduct, insurance companies on state and federal laws and regulations and assists the Health Insurance Division regarding the application of statutes and rules under Commerce's jurisdiction and provides technical and interpretative analysis of life, annuity and supplemental health insurance products.

Responsibilities include:

  • Review and recommend approval or denial of medical filings.
  • Research, analyze, and recommend Agency positions, changes to statutes, new legislation and rules.
  • Complete special assignments and respond to informational requests.
Qualifications
Minimum Qualifications

Two (2) years of experience performing analysis, exercising judgment, and relying on knowledge in the insurance industry related to Life, Annuity and Supplement Health policies.

A Bachelor’s degree in Public Policy, Public Health, Law or related field is equivalent to one (1) year of experience.

An Advanced degree in Public Policy, Public Health, Law, or related field is equivalent to eighteen (18) months of experience.

Applicants who meet the above experience requirements will be further evaluated based on the following

  • Strong analytical skills with the ability to interpret statutes, regulations, and contract language.
  • Exceptional attention to detail to identify subtle differences and ensure accuracy.
  • Sound problem-solving skills to evaluate legal requirements and assess their impact on consumers and business operations.
  • Proficiency in Microsoft Word and Excel.
  • Excellent written and verbal communication skills, with the ability to explain complex legal and regulatory concepts in clear, understandable language.
  • Effective time management and organizational skills, with the ability to prioritize multiple tasks and meet deadlines.
Preferred Qualifications

Contract Law experience.

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
