Job summary

City of Winston-Salem is seeking a seasoned administrator to lead Continuum of Care (CoC) programs, manage funding planning, and coordinate HUD/ESG grant activities. You will work with multiple agencies, supervise staff, and advance systems-change initiatives through data-driven analysis.

The role requires strong financial acumen, grant administration expertise, and the ability to train and engage stakeholders while maintaining compliance with federal requirements and local plans.

Qualifications

  • Bachelor's degree required; Master's preferred with related coursework.
  • Experience in housing, community development or human services; CoC experience preferred.
  • Strong financial management, budgeting, and grant administration skills.
  • Excellent written and verbal communication, and ability to train groups.
  • Ability to analyze performance data to drive system change and outcomes.

Responsibilities

  • Coordinate completion of Federal and State grant applications for homelessness initiatives and procure consulting services.
  • Supervise contracting, payment and monitoring for grants to local agencies.
  • Track CoC project performance through analysis and technical assistance.
  • Ensure HUD governance and program compliance and provide TA to CoC projects.
  • Oversee HMIS administration and grant reporting to HUD and the State.
  • Support CoC governance committees and contribute to planning documents.
  • Provide staff supervision and training, and liaise with partners and stakeholders.
