The PositionAll Assignments:
• Works in close collaboration with peer Clinical Supervisor(s) to develop and implement consistent standards and practices in clinical operations across mental health/social work teams.
• Ensures that staff remains current in the professional, legal and ethical standards of the profession.
• Supervises the clinical work of professional and paraprofessional staff and interns engaged in the identification and treatment of emotional and behavioral problems or resource coordination and casework.
• Reviews existing operations and recommends and implements new/changed policies and procedures in response to changing client and organizational needs.
• Participates in the development of department goals and objectives.
• Screens client applicants and recommends appropriate assignments to staff.
• Reviews staff performance and recommends appropriate action.
• Contacts institutions, hospitals and private practitioners for purposes of client placement, treatment or service coordination.
• Plans, organizes and implements the intern program in collaboration with peer Clinical Supervisor(s).
• Develops, implements and oversees a training program for both clinical and paraprofessional staff.
• Orients staff to division and department operations.
• Designs and implements customer satisfaction feedback systems, reports and recommends change strategies based on customer need.
Counseling Assignments:
• Conducts staff conference for peer review of cases.
• Supervises casework for families and individuals.
• Conducts non-crisis psychotherapy as required.
Social Work Assignments:
• Conducts staff conference for peer review of cases.
• Supervises casework for families and individuals.
• Assumes responsibility for cases with special circumstances.

All Assignments:
Knowledge of: The principles and practices of crisis intervention; planning, development and implementation of comprehensive care/treatment plans, practices and techniques of interviewing for diagnostic assessment of clients; theories and techniques of clinical supervision and training; legal and ethical guidelines related to the practice and administration of programs; and the laws, rules and regulations governing the supervision of professional staff, paraprofessionals and interns; conflict resolution and group dynamics; community mental health/social service resources.
Ability to: Provide clinical supervision of interns and unlicensed staff and clinical consultation for licensed/professional staff; assist staff to develop and implement appropriate care/treatment plans; train interns to document client work through case/treatment notes; assist staff and interns in establishing effective relationships with clients from a variety of socio-economic and ethnic backgrounds and age groups; understand, explain and comply with laws, rules, regulations and professional practices governing program services and operations; determine and implement the appropriate course of action in emergency or stressful situations; develop and maintain effective working relationships with other staff, agencies, service providers, institutions and private practitioners; participate in the development and implementation of operational policies and procedures; evaluate staff effectiveness in assessing and treating clients; prepare concise narrative and statistical reports using word processing and spreadsheet technologies; communicate effectively both verbally and in writing; conduct research; design client satisfaction measurement instruments and mechanisms; and analyze program effectiveness and develop appropriate change strategies based on client satisfaction feedback.
Counseling Assignment:
Knowledge of: Professional standards, practices and techniques in the field of mental health; theories, principles and practices of clinical psychology in the treatment of individuals, couples, families and children; psychological and socio-economic factors affecting individuals and families; and a variety of clinical theoretical orientations and treatment modalities with an emphasis on family systems; group therapy practices.
Ability to: Assess undefined, potentially complex situations and determine use of appropriate diagnostic tools to assess psychosocial needs of clients; perform counseling and group/individual psychotherapy.
Social Work Assignment:
Knowledge of: Professional standards, practices and techniques in the field of social work; principles and practices relating to individual and group services (casework) with older adults and their families; theories of human behavior and gerontology; individual and group behavior; human growth, development, and family relationships; and medical, psychological and socio-economic factors affecting individuals and intergenerational families; group dynamics and the practices and techniques needed to work effectively with therapeutic and support groups.
Ability to: Assess undefined, potentially complex situations and use diagnostic tools to assess physical and psychosocial needs of clients; implement a social work system that encourages individuals and families to take responsibility for their own decisions from appropriate options and choices, and that empowers clients to take an active role in the development and implementation of positive outcomes.
Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.
Education/Experience
Any combination of education and/or experience, which has provided the knowledge and abilities necessary to satisfactory job performance would be qualifying. A typical way to obtain the required knowledge and abilities would be: Possession of a master's degree in clinical psychology, social work or a closely related field and five years of counseling or social work experience, two years of which have included the supervision of licensed/professional staff.
Licenses/Certificates/Special Requirements
Counseling: possession of a license as an MFCC, LCSW or Clinical Psychologist is required.
Social Work: possession of a license as an LCSW is required.
Possession of a valid Class C California Driver License is required.
Failure to maintain this license will result in discipline up to and including termination. This classification requires the ability to travel independently within and outside of the City limits to fulfill the assigned duties and responsibilities.
